About this contract

Master Agreement GC925 establishes an indefinite delivery vehicle through which Orange County Environmental Protection Division performs compliance inspection and enforcement services for storage tank systems regulated under Florida Chapters 376, 62-761, and 62-762. The contract authorizes routine compliance inspections, closure inspections, installation inspections, discharge inspections, re-inspections, and complaint inspections at regulated storage tank facilities within Orange County's jurisdictional boundaries and five designated counties (Orange, Lake, Volusia, Seminole, and Osceola). Work scope includes Level 1 compliance assistance actions or both Level 1 compliance assistance and Level 2 enforcement actions depending on the specific task assignment issued. Services are compensated on a combination fee-schedule and cost-reimbursement basis, with equipment purchases of $1,000 or more requiring pre-approval and cost reimbursement, while labor, fringe benefits, overhead, supplies, and travel costs are included in the fee schedule.

The master contract is between the Florida Department of Environmental Protection and Orange County, effective July 1, 2017, through June 30, 2027, with potential renewal for up to three additional years contingent upon satisfactory performance. The not-to-exceed value is $9,812,717.64 following Amendment No. 3, executed in December 2025. Work is authorized through executed Task Assignment Notification Forms with no minimum work guaranteed. The contract is subject to annual appropriations by the Florida Legislature and may be suspended or terminated for cause with ten calendar days' notice or for convenience with thirty calendar days' notice. Monthly invoicing is required using standardized forms, with the Department authorized to withhold up to ten percent retainage on compliance inspection work pending satisfactory completion of established performance criteria.
