About this file

This document is Amendment No. 15 to Agency Term Contract No. GC887, a rate increase amendment executed between the Florida Department of Environmental Protection (FDEP) and Value Environmental Services, Inc. The contract, originally executed on February 25, 2014, provides petroleum contamination site response action services in the South Region of Florida. The amendment was executed on May 9, 2024, by Melinda Hamsher, PG, President of Value Environmental Services, Inc., and Jessica Kramer, Deputy Secretary of the Florida Department of Environmental Protection.

The amendment modifies Attachment D (Rate Schedule V3.4) to Attachment D (Rate Schedule V3.5), implementing rate increases for new work assignments offered on or after the effective Rate Change Date of June 10, 2024. The rate increases do not exceed the maximum of 5% allowed under provision 11.B.ii of the contract, with most increases ranging from approximately 3% to 5%. The amendment covers over 200 line items encompassing site assessment, drilling, boring, well installation, laboratory analysis, remedial action planning, system operations and maintenance, and professional services. All pre-Rate Change Date work assignments continue under the prior rate schedule. The amendment adds no new line items and does not modify any existing contract provisions beyond the specified rate changes.
