About this file
This document is Amendment No. 7 to Agency Term Contract No. GC847, a rate increase amendment between the Florida Department of Environmental Protection (FDEP) and Creative Environmental Contracting, JV, LLC. The contract, originally executed on May 27, 2014, provides petroleum contamination site response action services in the South Region of Florida. The amendment was executed on June 19, 2020, with an effective rate change date of June 19, 2020.
Amendment No. 7 increases rates for 154 pay items in the contract's rate schedule, with rate increases ranging from approximately 4.46% to 5.00%. The requested rate increase percentage does not exceed the 5% maximum allowed under provision 11.B.ii of the contract. The contractor submitted detailed justification for the increases, which the Department reviewed and approved. The amendment applies only to new work assignments offered on or after the Rate Change Date and does not modify existing line items or work scope. Pre-Rate Change Date work assignments continue to apply the contractor's prior rate schedule. The revised rate schedule, designated as Attachment D (V3.1), replaces the previous version (V3.0) and covers services including drilling and boring operations, well installation and abandonment, sample collection and field testing, laboratory analysis for soil and water, soil source removal, remediation system operations and maintenance, trenching and installation, reports, and professional engineering and geology services.
