About this file
This document is Amendment No. 8 to Agency Term Contract No. GC831, executed between the Florida Department of Environmental Protection (FDEP) and Water & Air Research, Inc. (WAR, Inc.). The contract, originally awarded on February 26, 2014, provides petroleum contamination site response action services in the North Region of Florida. The amendment was processed and became effective on May 25, 2022.
Amendment No. 8 implements rate increases and decreases across multiple pay items in the contractor's rate schedule. The revised Rate Schedule (Attachment D, V3.2) applies to all new work assignments offered on or after the Rate Change Date of May 25, 2022, while pre-existing and previously offered work assignments continue to apply the prior rate schedule. The amendment modifies rates for approximately 280 pay items, with rate changes primarily ranging from +5.00% to +15.00%, with some items experiencing decreases (including two product analysis items reduced to $250.00). Key service categories affected include mobilization costs, drilling and boring operations, well installation and abandonment, sample collection and field testing, laboratory analysis for soil and water samples, debris and waste removal, equipment rental, remedial action construction, pilot testing, system operation and maintenance, professional engineering and geology services, and administrative reports. The rate changes were justified under provision 11.C of the contract and do not modify any line items, only their associated pricing.
