Amendment No. 11 to DEP Agency Term Contract No. GC815
This document is Amendment No. 11 to the Agency Term Contract No. GC815 between the Florida Department of Environmental Protection (FDEP) and Handex Consulting and Remediation-Southeast, LLC. The amendment modifies the rate schedule for petroleum contamination site response action services provided in Florida's North Region under the Petroleum Restoration Program. The contract was originally executed on February 24, 2014, and this amendment was executed on May 8, 2024.
The amendment implements rate increases to Attachment D (Rate Schedule V3.3) for petroleum contamination remediation services across multiple pay item categories. Rate increases range from approximately 3.03% to 5.00%, with the vast majority of increases at 4.99%, reflecting cost adjustments permitted under contract provision 11.B up to a maximum of 5%. The new rates apply exclusively to work assignments offered on or after June 10, 2024 (the Rate Change Date), while all pre-Rate Change Date work assignments continue under the prior rate schedule. The amended rate schedule encompasses over 200 pay items covering drilling and boring services, well installation and abandonment, soil and water sampling and analysis, remediation system installation and operation, soil excavation and disposal, engineering oversight, and professional report preparation. Updated rates reflect labor, equipment, and material cost increases across all service categories detailed in the comprehensive rate schedule attached as Attachment D (V3.3).
