About this file

This document is Amendment No. 2 to DEP Agency Term Contract No. GC814, a rate increase amendment executed between the Florida Department of Environmental Protection (FDEP) and Groundwater and Environmental Services, Inc. (GAESI). The original contract, dated February 17, 2014, was established to provide petroleum contamination site response action services in the North Region of Florida. This amendment modifies pricing for services previously contracted under the original agreement.

The amendment implements a uniform 5% rate increase across the majority of pay items in the contract's rate schedule, effective upon the Rate Change Date of August 6, 2016, for all new work assignments issued on or after that date. The rate increases apply exclusively to new work assignments; all pre-Rate Change Date work and previously offered work assignments continue under the prior rate schedule. The increases do not exceed the maximum 5% allowed under contract provision 11.B.ii and are supported by detailed justification submitted by the contractor and approved by the department. Attachment D (V2.1), the revised Rate Schedule comprising 27 pages, is incorporated as part of this amendment and establishes the new maximum authorized rates for numerous services including drilling and boring operations, well installation and abandonment, sample collection and field testing, laboratory analysis, soil excavation and remediation, petroleum storage tank removal, debris disposal, system operations and maintenance, pilot testing, professional engineering and geological services, and comprehensive reporting. All work assignments offered prior to the Rate Change Date continue to be billed at the previous rates specified in Attachment D (V2.0).
