Document Summary

This document is Amendment No. 15 to Agency Term Contract No. GC783, a rate increase amendment executed between the Florida Department of Environmental Protection (DEP) and VALUE ENVIRONMENTAL SERVICES, INC. The original contract was executed on February 25, 2014, to provide petroleum contamination site response action services in the Central Region of Florida. The amendment was signed on May 9, 2024, by Melinda Hamsher, PG, President of VALUE ENVIRONMENTAL SERVICES, INC., and Jessica Kramer, Deputy Secretary of the Florida Department of Environmental Protection.

Amendment No. 15 modifies the rate schedule (Attachment D, Version 3.5) for all new work assignments offered on or after the Rate Change Date of June 10, 2024. The rate increases apply exclusively to new work assignments; all pre-rate change work assignments continue under the prior rate schedule. The amendment increases rates for approximately 450 pay items across multiple service categories including mobilization, drilling, boring, well installation, sampling, laboratory analysis, remedial systems, engineering oversight, and reporting. Rate increases range from approximately 2% to 5%, with most increases at or near the maximum allowable 5% permitted under contract provision 11.B.ii. The contractor submitted detailed justification supporting the increases, which the Department reviewed and approved. All other contract terms and conditions remain in effect, with the amendment provisions controlling in case of any inconsistency.
