About this file

Summary

Amendment No. 14 to Agency Term Contract No. GC753 is a rate increase modification between the Florida Department of Environmental Protection (Department) and FRS Environmental Remediation, Inc. DBA Montrose Environment (Contractor). The contract, originally executed on February 19, 2014, provides petroleum contamination site response action services in the Central Region of Florida. This amendment exclusively adjusts compensation rates for specified line items without modifying, adding, or deleting any services or contract terms.

The rate increases, effective for new work assignments on or after the Rate Change Date of June 10, 2024, apply to approximately 340 pay items across multiple service categories including site assessment, drilling and boring, well installation, soil and water sampling and analysis, excavation and remediation, treatment systems, pilot testing, and professional services. Rate adjustments range from +0.31% to +5.00%, with most increases between 3% and 5%, complying with the maximum 5% threshold allowed under contract provision 11.B.ii. All pre-Rate Change Date work assignments continue under the prior Rate Schedule (V3.4), while new assignments utilize the updated Rate Schedule (V3.5). Individual pay item rates span from $1.12 to $28,000.00, with corresponding increases ranging from $1.40 to $28,000.00 in the new schedule. The amendment was executed on May 8, 2024, by Josh LaMaire, Vice President of FRS Environmental Remediation, Inc., and Jessica Kramer, Deputy Secretary of the Florida Department of Environmental Protection.
