Construcon plans will provide for the complete removal of all canlevers from the listed bridges including those in the water. Based on coordinaon a local contractor and the Shark Channel EOR, the approach for the removal of all canlevers will be from the top of the exisng arches. No barge spudding will be accounted for in the design and perming of this project.

Assumpons:

• There is no federal money involved in the design and construcon of this project.

• A USCG Permit is not required.

• The FKNMS will require all failed slabs to be removed from the sea floor.

• FDEP will trim the mangroves to provide the contractor access. A separate permit will not be secured under this task assignment.

Task 5: Engineering & Construcon Documents

Descripon: Construcon plans will be produced detailing the rehabilitaon required to remove the overhangs and preserve the concrete deck, steel reinforcement and steel beams. Details will include typical secons, concrete pavement reconstrucon, concrete curb, crack and spall repair, debris containment requirements, temporary traffic control, construcon access requirements, and general notes.

Addional details will be included to address the on-going deterioraon of the reinforcing steel and steel beams exposed at the deck slab edges. The repair is ancipated to be by applicaon of a masc type product. The FDOT standard aluminum railing will be specified consistent with other bridges.

No rehabilitaon work is ancipated on the arches themselves that is not directly related to the removal of the canlevers.

60% and 90% construcon plans will be submited for review. Reviews will be performed by FDEP at each plan submital. Mead & Hunt will address comments from these reviews. Once comments have been addressed, final signed and seal construcon plans will be submited. A construcon cost esmate will be provided at each submital.

Mead & Hunt will coordinate with the affected ulity owners. Saddlebunch #5 has an abandoned (assumed) bolted on the ocean side of the arch. Saddlebunch #2 has a smaller diameter conduit on the ocean side of the arch. The pipe appears to be a pressure pipe, likely water or sewer, owned by the Florida Keys Aqueduct Authority.

Mead & Hunt will coordinate with the local FDOT Area Construcon Office in Marathon. Approval will be required for the Maintenance of Traffic plan and staging areas.

Exclusions:

• Technical Specificaons are not ancipated for this project. Should they be necessary, a supplemental agreement will be required. FDOT Standard Specificaons will be used as appropriate.

Task 6 - Cultural Resources

Task 6A: State Statute and FDHR/SHPO Project Submital

Descripon: Mead & Hunt will coordinate in collaboraon with FDEP to address compliance with Florida State Statutes Chapter 267- Historical Resources (State Statute). As a result, the potenal adverse effects of the canlever removal project on the historic FKOHT Bridges needs to be considered. Following coordinaon with FDHR/SHPO in Phase 1 of the project, it is ancipated the proposed project will result in an adverse effect to the FKOHT bridge system when considered collecvely as a singular historic resource. Under the State Statute, efforts to avoid, minimize, or migate the adverse effect should be considered. State Statute Secon 267.061(2)(b) outlines that state agencies take “mely steps…to determine that no feasible and prudent alternave to the proposed demolion or alteraon exists,” and in cases where no such alternave exists, “to assure that mely steps are taken either to avoid or migate the adverse effects.”

Mead & Hunt will parcipate in up to three virtual meengs with FDEP to confirm approach for development of the SHPO submital packet and coordinate on its development. Mead & Hunt will prepare documentaon to submit to FDHR/SHPO that outlines the proposed work, plans for what will be altered and current photographs of the bridges and recommendaon on finding of effect.

Submital will also include a summary of engineering findings as to the need to remove the canlevers to address safety concerns and addional documentaon that can support the approach for canlever removal. Since it is currently unknown how many bridges can be addressed with the available funding, coordinaon is for up to 11 bridges. A dra of the project submital informaon will be provided to FDEP for review. Mead & Hunt will address comments and provide the final submital documentaon packet to FDEP. FDEP will provide the submital to FDHR/SHPO for review.

Task 8 – Contaminaon Study

Descripon: The scope of services for this task is to perform a NESHAP asbestos survey for approximately 211,162 sq. . of concrete bridge surfaces in the Florida Keys. The purpose of the survey will be to determine the locaon and condion of asbestos-containing materials (ACM) prior to the removal of the canlever overhangs on the historic bridges. It should be noted unrestricted access and destrucve sampling are required to idenfy to the extent possible, all suspect materials.

Material may be concealed behind exisng features that may not be idenfied without significant destrucve sampling. Furthermore, finishing materials are oen applied on top of older surface coangs.

The nature of sampling these surfaces to recover all layers of paint is inherently destrucve. Repairs of damaged areas from both sampling events is not included in this cost assessment.

Since the findings of asbestos may have far-reaching implicaons, Ardaman & Associates will conduct an assessment of accessible materials and provide realisc and workable recommendaons within the framework of OSHA, EPA and State Regulaons. By determining the extent and condion of the asbestos and evaluang possible responses (based on our findings, applicable regulatory requirements and client needs), Ardaman can explore appropriate courses of acon.

Ardaman & Associates will idenfy and evaluate available informaon provided prior to the field inspecon. The inial work will include a review of available data such as building records, plans and construcon specificaons, as well as previous survey and renovaon informaon provided that may reference the presence of asbestos-containing materials (ACM's). Aer reviewing available informaon, our trained and EPA accredited building inspector will conduct a survey, which generally involves a visual inspecon to idenfy areas of potenally asbestos-containing building materials and assess their physical condion and obtain bulk samples of suspect materials & laboratory analysis.

Bulk samples of suspect materials will be analyzed for asbestos content by a laboratory which is accredited by the Naonal Voluntary Laboratory Accreditaon Program (NVLAP) following strict chain-of-custody protocol where they will be analyzed according to EPA Methods including Polarized Light Microscopy with Dispersion Staining (EPA Method 600/R-93-116 PLM). Samples will be obtained to meet the State of Florida minimum sampling requirements. Sampling procedures, which involve record keeping and photo documentaon for proper sample material idenficaon and locaon, are designed to minimize fiber release.

A project-specific report will be provided summarizing findings regarding the type, percentage, observed locaon and esmated quanes of asbestos containing materials present. The report may recommend temporary fiber control measures and ulmate remediaon procedures.

Addionally, paint chips will be collected from steel I beams, railings, and ulity conduits. These paint chips will be analyzed in a NVLAP accredited lab according to EPA flame atomic absorpon spectrophotometry (EPA Method SW-846-7000B).
