Florida Keys Overseas Heritage Trail

Architecture/Engineering Services for FKOHT – Can lever Repair Mul ple Bridges

Planning & Coordina on Phase

Contract: CN684, TA #1

August 11, 2023

Project Descrip on:

Florida Keys Overseas Heritage State Trail - Bridges Projects; Built in 1912, the Railroad was converted to the overseas Highway and was opened for vehicular traffic between 1938 and 1943. In the 1980's the historic bridges were decommissioned for vehicular use. By August of 2000 FKOHT were opened as a mulƟ-use bicycle and pedestrian resource that serves as a recreaƟonal and alternaƟve transportaƟon corridor for the Florida Keys. Paralleling U.S. Highway 1, a designated NaƟonal Scenic Highway and All-

American Road, this recreaƟonal pathway incorporates 23 of the historic Flagler Railroad bridges, offering a scenic venue for hiking, running, bicycling, skaƟng, sightseeing, fishing and paddling.

The scope of the project is to develop complete design and permiƫng required to remove canƟlevers and to add bicycle railing to mulƟple bridges that are part of the Florida Keys Overseas Heritage State trail and the remaining non-trail Flagler Bridges.

Currently seven of the 23 bridges have had overhangs previously removed. Seven Mile Bridge and Bahia

Honda Bridge are significant structures that will require significant funding to remove overhangs, restore and to open to trail usage. These two bridges and the seven bridges with overhangs previously removed will be considered as part of any programmaƟc discussion and agreement with the permit and commenƟng agencies. However, it is not anƟcipated that these nine bridges will be part of the engineering phase of this project.

The remaining 14 bridges are fully included in this project for removal of overhangs and permiƫng services:

This contract will proceed under several task assignments allowing the work to progress in a step wise approach. The first phase includes an assessment of the 14 bridges including documentaƟon of findings, coordinaƟon with stakeholders, development of engineering and permiƫng approach, and research into disposal opƟons for the removed concrete and steel.

Task 1: Preliminary Engineering Research and Inventory

Descrip on: To support FDEP and agency coordinaƟon in other tasks, Mead & Hunt will prepare an inventory of the bridges. FDEP has provided a number of documents including past inspecƟon reports, plans and reports that Mead & Hunt will review to beƩer understand the bridges. The inventory will idenƟfy bridge types and current railings, modificaƟons, general condiƟon, historical associaƟons and history, immediate safety issues, and potenƟal use as part of the trail system and preliminary assessment of items to consider as part of rehabilitaƟon.

Field review Ɵme required is included under Bridge Assessment task.

Deliverable: Electronic files (PFD files) summarizing understanding of documents provided by FDEP. This may include spreadsheets tabulaƟng aspects of each bridge or brief summaries of the documents and/or technical memos.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and Ɵmely.
