Subtask 4.D & 4.E: Section 106 Determination of Effects Case Study Report
Description:
TRC will conduct and prepare a Section 106 Determination of Effects Case Study Report (Case Study Report) to evaluate the potential effects of the proposed project on the eligible resources within the scope of the project. At this time, these have been determined to be Old Dixie Highway, Camp Murphy, and Florida East Coast Railroad. The Case Study Report will be prepared in accordance with the Section 106 provision of the National Historic Preservation Act of 1966, and in conformity with the standards set forth in Part 2 Chapter 8 (Archaeological and Historical Resources) of the Florida Department of Transportation Project Development and Environment Manual (effective June 14, 2017), Chapter 8 of the FDOT Cultural Resource Management Handbook (Revised 2013), and Module Three of the Florida Division of Historical Resources’ Cultural Resource Management Standards and Operational Manual (February 2003).
The Case Study Report will present available documentation pertaining to the significance and characteristics of the historic resources as well as a discussion of any effects that the undertaking will have on the resources.
During the assessment of effects, the Criteria of Adverse Effects established by the Section 106 regulations will be applied to the historic resources, and both primary and secondary impacts to the resources will be evaluated. Components of the case study report include: a general description of the project and its benefits, historical context, description of National Register properties, and a discussion of potential effects to the historic properties, as well as any measures taken to minimize potential effects to the resource.
The Consultant’s, Gresham Smith and Partners, project team will provide the appropriate project information that is specific to the significant cultural resource, including an overall project description, a detailed description of proposed improvements relative to the resources and associated figures and mapping. TRC will assist with coordination between the FDOT, the local government, and the State Historic Preservation Officer (SHPO). However, it is not anticipated that any meetings in Tallahassee will be necessary. A draft report will be prepared, and once it is reviewed, TRC will revise and prepare a final document. A cover letter to State Historic Preservation Office (SHPO), which will accompany the final document, will also be prepared as part of this work effort.
TRC shall assist Gresham Smith and Partners with completing the Historic Resources portion of the Type I Categorical Exclusion. The Type I Categorical Exclusion is a separate document from the Case Study Report.
The Type I Categorical Exclusion requires data that will be determined by the Case Study Report in order to be completely filled out.
• 4.D Conduct Section 106 Determination of Effects Draft Case Study and Evaluation. Prepare a Draft Report. For this subtask effort, it is assumed that the Old Dixie Highway, Camp Murphy and Florida East Coast Railroad resources within the APE are required by SHPO to be reviewed.
• 4.E Revise, if necessary, the Section 106 Determination of Effects Draft Report, and Prepare a final Report. TRC shall assist Gresham Smith and Partners with filling out the Type I Categorical Exclusion Document.
Deliverable(s):
• 4.D Provide the Section 106 Determination of Effects Draft Case Study Report in pdf.
• 4.E Provide the Section 106 Determination of Effects Final Case Study and SHPO submittal package in pdf. “Type I Categorical Exclusion” with Historical Resources portion filled out in pdf.
