PROPOSAL SUMMARY – Attachment 1 dated 1/9/15
Eagle Harbor Marina Bulkhead Repair Project St. Joseph Peninsula State Park
Gulf County, Florida Design, and Construction Drawings and Technical Specifications
PROJECT DESCRIPTION
This Statement of Work (SOW) details the engineering services for the Design, and Construction Drawings and Technical Specifications for the proposed “Eagle Harbor Marina Bulkhead Repair Project” [PROJECT] located within the St. Joseph Peninsula State Park marina basin along the western shoreline of Eagle Harbor, Gulf County, Florida. The existing marina bulkhead is concrete with a combination of tie-back anchoring system (tie-rods connecting into a concrete cap and concrete dead man) and cantilever wall. In addition, the jetties at the entrance to the marina basin are aluminum sheet-pile walls with a tie-back anchoring system which are partially exposed. Along the east concrete bulkhead the tie-rods have become exposed, corroded, and are at risk of failure (detachment from the concrete cap). It is our understanding that the west bulkhead has been recently repaired and the north bulkhead is also in good shape. Based on photographs, there has been a loss of soils from gaps between bulkhead/jetty walls.
However, the Park staff is required to periodically place sand on the backside (landward) of the west bulkhead due to the formation of depressions (holes) from the loss of soils. The purpose of this PROJECT is to design repairs to the anchoring system along the east bulkhead and if necessary the jetties, plug the loss of sand between walls, and recommend methods to reduce or eliminate the loss of sand behind the west bulkhead. MRD ASSOCIATES, INC. (MRD) will perform the following TASKs for the STATE OF FLORIDA, DEPARTMENT OF ENVIRONMENTAL PROTECTION [aka Department] DIVISION
OF RECREATION AND PARKS (DRP), BUREAU OF DESIGN AND CONSTRUCTION (BDC):
Task 1 – Conceptual Designs
Description: MRD shall provide the following services:
1. Conduct a site visit to assess the existing conditions of the west, north and east bulkhead, jetties and anchoring system. Measurements and other pertinent data and information will be collected.
A condition survey by a Land Surveyor will not be performed.
2. Develop up to two conceptual designs and sketches for the repair or replacement of the anchoring system along the bulkhead, and if necessary for the jetties, and plug the loss of sand at the gaps between the walls. This will also include recommendations for the loss of soils from the backside of the west bulkhead. Prepare a preliminary opinion of probable construction costs;
3. Submit the conceptual design sketches to the Department for review and comment; and,
4. Meet (or conference call) with the Department to discuss the conceptual design.
Deliverables: Deliver two conceptual designs.
• The Conceptual Design is due 30-days from receipt of the Notice to Proceed.
Performance Measures: Two conceptual designs meeting the PROJECT goals.
Fixed Price Cost: $2,424.58
Reimbursables: $0.00
Task 2 –100% Construction Drawings and Technical Specifications
Description: MRD shall provide the following services:
1. Based on the Department’s comments, advance the conceptual design to final design;
2. It is anticipated that this PROJECT will not require permits for the repair or replacement of the anchoring systems or plugging the sand leaks at the gaps in the wall. If work is performed in the waters of the State of Florida, it is anticipated that these activities would qualify for a DEP Exemption Letter and U.S. Army Corps of Engineers Nationwide permit. If so, MRD will prepare the permit applications and permit sketches to apply for and obtain the necessary exemption and Nationwide authorizations;
3. Prepare CONSTRUCTION DRAWINGS AND TECHNICAL SPECIFICATIONS in accordance with the permits (if required) as appropriate to construct the proposed PROJECT.
The TECHNICAL SPECIFICATIONS will be incorporated in the CONSTRUCTION DRAWINGS. The CONSTRUCTION DRAWINGS will be prepared according to the Bureau of Design and Construction DRAFTING STANDARDS;
4. Deliver CONSTRUCTION DRAWINGS AND TECHNICAL SPECIFICATIONS to the Department for review and comment;
5. Incorporate necessary and reasonable modifications pursuant draft drawing review; and,
6. Prepare and deliver final signed and sealed CONSTRUCTION DRAWINGS AND
TECHNICAL SPECIFICATIONS for the PROJECT, and will supply these documents to the Department for their use and incorporation into DEP’s CONTRACT DOCUMENT format.
Deliverables: Deliver signed and sealed CONSTRUCTION DRAWINGS and TECHNICAL SPECIFICATIONS. The CONSTRUCTION DRAWINGS will be prepared according to the Bureau of Design and Construction DRAFTING STANDARDS.
• Prepare and submit the permit application and permit sketches (if necessary) to the Department within 15 days from approval of the conceptual design.
• The CONSTRUCTION DRAWINGS and TECHNICAL SPECIFICATIONS are due 30 days from approval of the conceptual design.
Performance Measures: The CONSTRUCTION DRAWINGS and TECHNICAL SPECIFICATIONS shall be approved by Department staff by email before distribution. The CONSTRUCTION DRAWINGS and TECHNICAL SPECIFICATIONS shall be reviewed by Department staff to ensure it is accurate and complete and that it meets or exceeds the DRAFTING STANDARDS.
Fixed Price Cost: $4,086.81
Reimbursables: $0.00
Payment will be made upon completion of each task and submittal/approval by DEP of the deliverable for the amount specified.
Financial Consequences: No payment will be made for unsatisfactory deliverables. In the event that a deliverable is deemed unsatisfactory, the Consultant shall re-perform the services needed for submittal of a satisfactory deliverable, at no additional cost to the Department within 15 consecutive days. If a satisfactory deliverable is not submitted within the specified timeframe, the Department may, in its sole discretion, terminate the Contract for failure to perform.
