About this file

This document is a Market Research Questionnaire from the Defense Logistics Agency (DLA) Land and Maritime for an Indefinite Quantity Contract (IQC) covering three National Stock Numbers (NSNs): 1005010884400, 3040011678327, and 1025016061024. The solicitation seeks to establish a long-term contract with a base period of three years and potential two one-year option periods, with the goal of streamlining procurement for recurring items needed by the military.

The market survey comprehensively seeks vendor information across multiple categories including business classification (with specific interest in small business set-asides), manufacturing capabilities, pricing structures, delivery timelines, and commercial item status. Key requirements include potential Firm Fixed Price or Economic Price Adjustment pricing, ability to provide Certified Cost or Pricing Data if required, willingness to maintain pricing for multi-year periods, and detailed information about manufacturing processes, raw material costs, and delivery capabilities. Vendors are requested to respond by July 1, 2024, with responses to be submitted to Contract Specialist Karen Sherrill, who can be reached at Karen.Sherrill@dla.mil or 614-692-4638.

The DLA L&M is considering a solicitation and subsequent Award of an Indefinite Quantity Contract (IQC)* for the following item(s) listed the attached spreadsheet. As a potential supplier of this (these) item(s), we are asking that you fill out this market survey to the best of your knowledge so that we can generate a realistic and beneficial solicitation. Should any of the survey questions not apply [Certified Cost or Pricing Data (CCPD), First Article Testing (FAT), etc.] please skip over that section. Your answers to these questions will aid in our ability to develop a solicitation that best meets the needs of the Warfighter while also optimizing the benefits of having a Long-Term Contract (LTC) for both the Government and the Contractor. IF YOU WOULD PREFER TO DISCUSS THE ANSWERS TO THESE QUESTIONS VERBALLY VERSUS IN THE BELOW QUESTIONAIRE, PLEASE FEEL FREE TO CONTACT THE CONTRACT SPECIALIST IDENTIFIED ABOVE TO DO SO.

*IQC: These contracts are intended for use with items for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “basic contract”) will permit future Purchase Requests to be awarded by issuing a Delivery Order (DO) against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the DO to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The items on the contract will be ordered on each DO within stated minimum and maximum quantities, and on an as needed basis. The DO quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum quantity as specified in the contract.

**In the Estimated Delivery column on the attached spreadsheet, please indicate the absolute best delivery (in Days) you would be able to provide the listed item with the quantity indicated in the Estimated Annual Demand Quantity (ADQ) column. NOTE: Maximum requested quantity could be equal to the delivery max.

III. COST OR PRICING DATA:

The following pertain to the requirement for CCPD. For contracts estimated over $2,000,000.00*, CCPD “may” be required. Reference Defense Federal Acquisition Regulation Supplement (DFARS) 252.215-7010 detailing “Requirements for CCPD and Data Other Than CCPD”. Federal Acquisition Regulation (FAR) 15.408, Table 15-2 contains the guidelines for submitting CCPD. The Defense Contract Audit Agency (DCAA) is available for assistance with CCPD preparation which is found at the following website: http://www.dcaa.mil. At this website, go to “Customers”, then “Guidance”, then “Audit Process Overview – Information for Contractors”, and click on “Information for Contractors.” Navigate to Enclosure 3 for guidance on pricing proposals. DFARS 252.215-7009 provides a “Proposal Adequacy Checklist”. Questions regarding CCPD can be addressed to the Contract Specialist, your cognizant DCAA or Defense Contract Management Agency (DCMA) office or the DLA L&M Business Counseling Center (BCC) at: DSCC.BCC@dla.mil.

*Note: The value of the contract is based on the Contract Maximum dollar value that is in the Contract Limitations clause of a solicitation. This Contract Maximum is based on the estimated combined value of the item(s) on the solicitation, inclusive of all contract years combined (base years plus option years) and is then inflated to allow for a possible increase in annual demands over the life of the contract.

PLEASE NOTE:

CCPD is not required for commercial items. However, it is the Contracting Officer’s authority to determine an item(s) commercial or not. Failure to provide adequate CCPD upon receipt of your proposal may result in the solicitation being cancelled with no award being made.

1. If required, will you be able to provide CCPD: |_| Yes |_| No

a. Have you provided CCPD to DLA before? |_| Yes |_| No

b. If yes, please provide the Contract Number where you provided the CCPD:

2. If you are a dealer, you will be required to obtain CCPD from the actual manufacturer. Will you be able to provide the required CCPD from the manufacturer? |_| Yes |_| No

3. If you have any questions regarding CCPD, please contact the Contract Specialist.

IV. CONSOLIDATION QUESTION:

1. The Government intends to consolidate the requirements (NSNs) into a single solicitation. NSNs will be still be evaluated on an all or none basis per NSN which allows contractors to quote on only the NSNs that are applicable to their company. The Government sees consolidating the NSNs as an advantage to contractors because vendors reduce duplicate efforts and thereby lower administrative costs associated with quoting on multiple solicitations over the same period. Multiple NSNs can be awarded on a single contract and requirements will source automatically to the proposed LTC using DLA's automated procurement system, which will generate DOs against the contract. Another proposed advantage is that vendors can reduce material costs for items on a LTC by using long term production planning, which could allow buying raw materials or finished materials in bulk. The Government would like to ask if you as the vendor agree consolidating NSNs would be an advantage or if you believe it is a disadvantage. If you think this would be a disadvantage, please explain why.

|_| ADVANTAGE

|_| DISADVANTAGE - Explanation _________________________________________________________

V. COMMERCIAL QUESTIONS:

This is usually accomplished through proof that commercial market forces have driven the setting of the commercial price. Is your company willing and able to provide such proof, if the Government determines it is needed to verify price reasonableness: |_| Yes |_| No
