About this file
This is an Invitation to Bid issued by the Clerk of the Court and Comptroller of Miami-Dade County for Event No. CL00000043, seeking a contractor to provide data processing, production, printing, quality control, and mailing services for IRS Forms 1099. The Clerk is responsible for issuing 1099 Forms to reportable vendors by the IRS deadline of January 31 annually, consolidating and verifying data from multiple sources into unified files (up to four files total) for form generation and IRS filing. The solicitation requires bidders to submit two client references demonstrating relevant experience with production, printing, and mailing services for IRS Forms to commercial or government entities. A Pre-Bid Conference is scheduled for September 9, 2026, at 10:00 AM Eastern Time via Microsoft Teams. The contract term is 60 months commencing on the first day of the month following Clerk approval. The projected timeline indicates the contractor must complete implementation and testing by December 6, submit validation reports by January 21, provide proofs by January 23, receive authorization by January 27, and mail all forms by January 29, with digital copies delivered by January 31. Bids are due via INFORMS at a date and time specified in that system.
Pricing must remain fixed and firm for the contract term unless the Clerk negotiates lower pricing based on market research or applicable price indices such as the Producer Price Index for Commercial Printing. The Clerk will pay for the number of forms produced and mailed after all deliverables are accepted. For orders not in whole multiples of 10,000 forms, pricing will be calculated as the unit price divided by 10,000 multiplied by the quantity ordered, rounded to the nearest cent. Additional, corrected, or revised forms within the contract scope will use established unit pricing; if revisions result from Awarded Bidder error, the contractor must reproduce and remail affected forms at no additional cost to the Clerk. Postage invoices are submitted and paid separately based on standard first-class mail and foreign rates applicable at mailing time. The Awarded Bidder must furnish certificates of insurance including Worker's Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($300,000 combined single limit if vehicles are used), Professional Liability ($1,000,000 per occurrence and aggregate), and Cyber Liability/Data Breach Insurance ($1,000,000 per occurrence and aggregate), with Miami-Dade County and the Clerk named as additional insureds. Award will be made to the lowest-priced, responsive, and responsible bidder; however, the lowest-priced bidder must provide a completed IT Security Matrix and demonstrate compliance with data protection requirements or may be deemed ineligible for award.
