The program is intended to enhance citywide communications to residents, businesses, and visitors while integrating design and placemaking elements throughout the community, with particular consideration for Carson's role as a host city for five Olympic and Paralympic sports during the 2028 Games. The City is employing a two-part procurement process to identify a qualified firm. The bid due date is November 19, 2026 at 10:00 AM (PDT), with responses submitted electronically. A pre-bid meeting is scheduled for October 29, 2026 at 2:00 PM (PDT) via Microsoft Teams, and an online question-and-answer period is available with a deadline of November 5, 2026 at 10:00 AM (PDT). Attendance at the pre-bid meeting is not required.
The award type is lump sum with no bond requirements specified. The City is interested in exploring financial sustainability opportunities including sponsorships, advertising partnerships, revenue-sharing arrangements, and other approaches to generate revenue or offset program costs. Responses should include EXHIBIT A and EXHIBIT B as required attachments. The procurement is categorized under multiple service codes including architectural services, engineering services, graphic design services, management consulting, marketing consulting, advertising agencies, and communications equipment repair and maintenance. Inquiries should be directed to Josilla Togiola at 310-952-1758 or jtogiola@carsonca.gov. The City has intentionally retained flexibility regarding digital display technologies, locations, implementation strategies, ownership structures, and financial models to evaluate alternative approaches during the second part of the procurement process.
