The first project was in Phoenix and involved the removal of Asbestos window caulking, and drywall at the Phoenix VA campus. The second project was at the Prescott VA and involved the removal of 1,000 Lead- Based windows from several buildings. The third project involved removing Asbestos and Lead-Based Paint from several historic buildings being completely renovated at the Prescott VA.

List job positions provided, and technologies utilized to supplement services.

To successfully complete this work, we have utilized estimators not just for the base contracts but the numerous change orders due to unforeseen conditions and changes the owners have initiated. Project management was involved daily to coordinate our efforts with those of other contractors. The VA Window replacement project involved 1,000+ windows in over a dozen different buildings. Project Management and Superintendent were onsite working with the VA personnel and other contractors to schedule the movement of VA employees from their offices to temporary spaces.

Event Scope and deliverables, include number of resources engaged in project, timeline of project (major milestones)

We are currently about halfway complete on a three (3) year nearly $1 billion project involving the expansion of the Phoenix Metro Light Rail Project. This is an 11-mile extension of the current Light Rail System. Kiewit is an $8 billion annual sales contractor. They hired us after a very lengthy vetting process. They needed to certain that the asbestos abatement contractor they hired would meet their rigorous schedule. We are removing the asbestos cement pipe buried in the roadways that will now serve as the platform for the Light Rail System.

List job positions provided and technologies utilized to supplement services.

We are using an Estimator, Project Management, and Contractor/Supervisors for this ongoing project.

This project involves an 11 mile stretch of roadway converted to a Light Rail surface. The negotiations for our work took several months due to the difficultly in creating a pricing structure that was fair and reflected the timeliness of each day’s work. We are basically on call 24/7 to facilitate the removal of asbestos cement pipe from the ground before other trades can perform their work. On a day-to-day basis the work may only be 2 linear feet or 100 linear feet. Even at 2 linear feet, our work is critical to the overall success of the project. We have to be on time each day to keep the scheduling of other contractors in line.

Event Scope and deliverables include number of resources engaged in project, timeline of project (major milestones) The work we provide is asbestos, lead paint and mold services for Gila River Indian Community homes and public buildings. We have been involved in the abatement prior to complete demolition of several hundred homes over a nine-year period. The prime contractor is always on tight time frame, because tenants must be temporarily moved out of the home to be demolished and have a completely new home built. This requires us to work long days and weekends to keep the project on schedule.

List job positions provided and technologies utilized to supplement services.

We used Estimators, Project Managers, and Contractor/Supervisors. The homes we have abated had several hazardous conditions we had to address prior to complete demolition. These have included asbestos materials, lead paint, and mold removal.

Part B

Asbestos, Lead, and Mold Abatement Services (SOW 2B)

Question 1- Please describe your approach to performing OSHA Class 3 work.

OSHA Class 3 asbestos work for the repair and maintenance operations, where “ACM”, including TSI and surfacing ACM and PACM, is likely to be disturbed, and for which no negative exposure assessment is available, shall be conducted using engineering and work practice controls which minimize the exposure to employees performing the asbestos work and to bystander employees.

In many cases the work will be conducted in mini containments with proper signage. In some cases, like small TSI runs a glove bag method would be used. The area would have restricted access to persons not involved in the work. We will always use a small negative air machine when possible. If the containment is likely to collapse due to negative pressure, we would use the HEPA vacuum to create negative pressure. HEPA vacuums and wet wiping methods would be used to control dust and debris. Workers would be suited and use at a minimum a half-face respirator.

Most Class 3 work would be performed by hand methods. Rarely would power mechanical methods be used.

Waste would be placed in marked asbestos bags and disposed at an EPA approved landfill.

When the work is complete the area outside the mini containment or glove bag would be detailed cleaned with HEPA vacuum and wet wipe methods.

Question 2 Provide a narrative response that describes your organization’s overall method of approach and implementation plan to provide all services sought under this solicitation.
