About this file
This document is a Competition Impracticable (CI) Procurement Authorization form from the Arizona State Procurement Office for the Division of Aging and Adult Services (DAAS). The procurement involves multiple suppliers including Affinity Bio Solutions, The Lesaffre Group LLC, Blazin Pest Control & Termite Services, Pro 12 - Arizona Specialty Services LLC, No Limits Cleaning, Mon-Ami Cleaning Services, Rojo Pest Management, and Commercial Pest Management.
The procurement is for the DAAS APS Care Coordination Program, which facilitates emergent cleaning services for vulnerable populations, including hoarding cleanups, bio-hazard cleaning, removal of clutter, deep cleaning, and pest remediation. The contract is valued at $700,000, covering the period from 03/01/2024 through 12/31/2024, with a potential modification extending to 12/31/2026. The rationale for the competition impracticable designation includes a documented lack of suppliers who can provide timely services in residential homes across all Arizona locations, particularly for emergency cases requiring rapid response within 24-48 hours. The procurement strategy involves obtaining multiple quotes and selecting vendors based on service capabilities, pricing, efficiency, and ability to handle emergent needs.

SECTION III - Justification
12. Rationale
13. Provide details of the procurement need, reason for the competition impracticable, and how the proposed procurement is advantageous to the State
The DAAS APS Care Coordination Program will facilitate and pay for hoarding cleanups and biohazard cleanups. Additionally, this program serves as a liaison for intensive case management, and emergency human service coordination with the Area Agencies on Aging.
Often these hoarding situations require a variety of services from several vendors (removal of clutter and infested items, and deep cleaning). These services are urgent for the clients health, safety, and wellbeing. Often unsanitary conditions cause poor air quality, mildew, and fungus that can cause serious illness, including mental illness. In the case of hoarding there are hazards for tripping, falling, and fire. Currently our statewide contracts do not provide service to residential homes, are not available to provide services in rural areas, or do not have the time or capacity to service clients within 24 to 48 hours. Some of these vendors provide a combo of services because coordination for multiple vendors can be difficult for a quick turnaround. We are requesting a CI to use vendors who can provide the emergent services in residential homes in all Arizona locations. Approval of this CI would be in the best interest of the state to provide emergent services for the vulnerable population of Arizona.

Strategic processes to ensure fair and reasonable pricing include obtaining multiple quotes for each project and evaluating which company can offer the best price and service for emergent situations. Direct contracts will be formulated and processed for selected vendors based on the services they can provide, capacity aligned with emergent needs, service location, and pricing. Additionally, considerations may include vendors offering a combination of services at a fair and reasonable price, efficient and expedited scheduling, and factors such as quality, delivery, and other elements deemed in the best interest of the State of Arizona.

Text11: This modification is to extend the CI24010 by revising the Requesting Term date to 12/31/2026 due to the change in the funding source. DAAS APS has concluded that emergent services will need to continue outside of the original funding source/funding date. Due to the new funding source, the CI and the program will continue past its originally planned/funding date of 12/31/2024. By allowing CI24010 to continue through 12/31/2026 the DAAS APS will continue to enter into direct contracts while assessing the longterm statewide need by gathering data and utilization trends throughout the state. The state will need more time to research and collect data to determine appropriate costs for each type of service, as each need is different and may contain more than one type of emergent service.
The DAAS APS Care Coordination Program facilitates and funds emergent cleaning services including hoarding cleanups and bio-hazard cleanups as well as pest control services. Additionally, this program serves as a liaison for intensive case management, and emergency human service coordination with the Area Agencies on Aging.
Often these hoarding situations require a variety of services from several vendors (removal of clutter and infested items, pest remediation and deep cleaning). These services are urgent for the client’s health, safety, and wellbeing. Often unsanitary conditions cause poor air quality, mildew, and fungus that can cause serious illness, including mental illness. In the case of hoarding there are hazards for tripping, falling, and fire. Some of these vendors can provide a combination of services. This is beneficial to the State and the client because coordination for multiple vendors can be difficult for a quick turnaround. We are requesting a CI to use vendors who can provide the emergent services in residential homes in all Arizona locations. Approval of this CI extension would be in the best interest of the state to provide emergent services for the vulnerable population of Arizona. Currently our statewide contracts do not provide service to residential homes, are not available to provide services in rural areas, or do not have the time or capacity to service clients within 24 to 48 hours.
