About this file
This document is a State Procurement Office (SPO) Form 101 - Competition Impracticable Procurement Authorization for the Arizona Department of Administration (ADOA), specifically the Statewide Procurement division. The document involves three suppliers: Relx Inc - LexisNexis, LexisNexis Risk Solutions FL Inc, and West Publishing Corp. The form is a request for a competition impracticable (CI) procurement authorization, signed by Larry Woo, Statewide Procurement Manager, and approved by John Red Horse, Sr. Manager of Technology at SPO.
The contract is for legal and investigative research services materials, including on-line legal research services and data services supporting legal, legislative, regulatory, and administrative activities for state agencies and cooperative members. The procurement is for approximately 5 months, expiring on June 30, 2024, with an estimated cost of $1,363,000. The procurement process involves research on historical spend, planned focus groups, and an upcoming RFP with an early March release date. The contract will provide various legal research materials such as CD-ROMs, stored data, online resources, print-based legal journals, and periodicals, with service packages accommodating single users, multiple users, and varying access levels. The rationale for the competition impracticable designation includes staff shortages, ongoing contract extensions, and the need to maintain continuous access to critical research materials.
