About this file
This document is a Competition Impracticable (CI) Procurement Authorization form from the Arizona State Procurement Office for the Arizona Exposition and State Fair (AESF). The procurement involves American Medical Response (AMR HOLDCO INC) as the sole vendor for on-site standby ambulance services. The request is being made by Paul Evans, Procurement Manager for AESF, with a contract number of CTR078194.
The procurement is for a five-year contract with an estimated aggregate cost of $400,000 for on-site standby ambulance services at the Arizona State Fair. The rationale for a Competition Impracticable authorization includes limited provider availability, with only American Medical Response responding when multiple vendors were contacted. The pricing is considered fair and reasonable as it aligns with rates set by the Arizona Department of Health Services, and a Certificate of Necessity (CON) is mandatory for the service. The contract is set to expire on 08/31/2030, and the procurement was authorized by David Steuber, State Procurement Administrator, on 08/14/2025.

Ground Ambulance Rates & Charges
General Information The Bureau of Emergency Medical Services and Trauma System (“Bureau”), sets the general public rates ambulance services may charge based on initial rate applications and applications to adjust current rates.
An Automatic Rate Adjustment is granted and calculated pursuant to Arizona Revised Statute “A.R.S.”
§36-2234(E). The rate increase is based on an average of two factors, the percentage change in Transportation Consumer Price Index and Medical Care Consumer Price Index.
The 2025 Calendar Year Automatic Rate Adjustment is 2.2% A.R.S. §36-2239 states, “Rates or charges of ambulance service A. An ambulance service that applies for an adjustment in its rates or charges shall automatically be granted a rate increase equal to the amount determined under section 36-2234, subsection E, if the ambulance service is so entitled. An automatic rate adjustment that is granted pursuant to this subsection and that is filed on or before April 1 is effective June 1 of that year.”
If an automatic rate adjustment application is filed after April 2nd it may become effective prior to June 1 of that year.
General Rate Adjustment applications are reviewed and evaluated by the Bureau, whom makes a recommendation on the applications received. The Department may approve rates as requested or approve amended rates based upon Bureau recommendations.
The ground ambulance service rate schedule reflects the current general public rates for Advanced Life Support (ALS), Basic Life Support (BLS), Mileage, Standby/Waiting and Subscription Service. The “Rates Effective Date” column represents the date when the last adjustment was granted by the Department to a particular ambulance service.
Pursuant to A.R.S. § 36-2232(A)(6), an ambulance service operating under a Certificate of Necessity (CON) is required to file annual financial reports not later than 180 days after the completion of its annual accounting period. The Bureau requires ambulance services to report financial data using the Ambulance Revenue and Cost Report (ARCR).
Questions concerning general public rates can be answered by contacting the Rate Analyst at (480) 392-0256. Information regarding current rates and charges can also be obtained by writing to the Bureau of Emergency Medical Services and Trauma System, Ambulance Services Section, 150 North 18th Avenue, Suite 300, Phoenix, Arizona 85007.

| Text11: For 140 years, the Arizona State Fair has been a gathering place for our diverse residents |
from the far corners of the state, to honor the past, celebrate the now and explore the future.
The Ambulance Services role is to provide emergency transport services to the hospital. AESF has on-site Advanced Life Support (ALS) teams to handle the treatment and evaluation of guests experiencing medical emergencies.
Per ARS § 36-2201 to § 36-2247, which cover "Emergency Medical Services." This chapter outlines regulations for ambulance services, including licensing, staffing, equipment, operations, and rate regulations. In order to perform the service requested, a Certificate of Need (CON) is mandatory. Furthermore, the pricing is set and cannot exceed the set pricing.
Currently the providers within the Phoenix area (https://experience.arcgis.com/experience/6de7f6fbd3a440688419b39d202fc6b7/) who can provide the required services.
The approved providers are as follows Rural Metro, Maricopa Ambulance, American Medical Response, and the City of Phoenix.
When reaching out to the providers that are qualified to provide the service, only one vendor responded, American Medical Response (AMR). They are the provider of the current contract (CTR073240).
There are currently no other existing contracts for this service.
Providing the emergency services to our customers is advantageous to the State.
Text12: In order to perform the service requested, a Certificate of Need (CON) is mandatory for the~ City of Phoenix. When reaching out to the limited number of vendors that are qualified to provide the service, only one vendor responded, American Medical Response (AMR).
Multiple vendors were contacted via email:
- Rural Metro - No Response
- Maricopa Ambulance - No Response
- Phoenix Fire Dept (City of Phoenix) - Unable to provide support (see page 6)
Price is considered fair and reasonable as it does not exceed the pricing set by ADHS (https://www.azdhs.gov/documents/preparedness/emergency-medical-services-trauma-system/ambulance/ground/rates/ground-ambulance-rate-schedule.pdf?v=20250804).
| Text15: This page is a continuation of Arizona Exposition and State Fair's (AESF) initial CI request for on-site standby ambulance services. Competition is impracticable and contrary to the public interest because of recurring operational capacity limitations within the available provider market. | |
