About this file
This is a Change Order Notice issued by the State of Illinois Chief Procurement Office for General Services to modify the existing Contract P-79648 with the Department of Innovation and Technology. The change order addresses the evaluation and effectiveness assessment of the state's Renewable Energy Access Plan (REAP) and incorporates new requirements mandated by Public Act 104-0458, the Clean and Reliable Grid Affordability Act, which amends the Illinois Public Utilities Act. The modification expands the analytical scope and deliverables beyond the original contract terms and builds upon the renewable energy planning framework previously established under Public Act 102-0662, the Climate and Equitable Jobs Act. The Change Order Notice was posted on February 6, 2026, with a deadline of February 23, 2026 for related documentation submission, providing a 14-day posting period as required for change orders exceeding $25,000 or extending performance timelines by 180 days or more.
The State of Illinois is requesting a $284,650.00 increase to the initial contract term to accommodate the expanded scope, additional policy translation requirements, and implementation support activities necessitated by the new statutory requirements. The change order documentation confirms that the circumstances requiring this modification were not reasonably foreseeable at the time of the original contract execution, and the modifications remain germane to the original contracted scope. No incumbent vendor information, set-aside designations, or disadvantaged enterprise requirements are specified in the provided materials. The contractual framework establishes that vendors will be classified as independent contractors without employment benefits and must provide their own equipment and supplies while complying with applicable state requirements, including potential HIPAA regulations and six-year record retention obligations.
