About this file

This is a Change Flyer (Amendment #1) issued by the Commonwealth of Pennsylvania's Division of Procurement and Contracting for solicitation 6100065393, HVH2026BULLETINBOARDS. The solicitation, issued by the Pennsylvania Department of Military and Veterans Affairs (DMVA), seeks vendors to supply and install bulletin boards for a new construction project at an unspecified location. The original solicitation closing date has been extended, with the new opening date and time listed as February 11, 2026 at 10:00 AM. The project involves bulletin board placement on drywall surfaces, with the awarded vendor to coordinate installation scheduling directly with DMVA contact Dawn Hopkins. While an initial delivery date of March 13, 2026 was referenced, this date is not firm; instead, the vendor must schedule installation within one week of receiving and producing the boards, with the specific installation window to be determined collaboratively with DMVA.

The flyer addresses vendor inquiries regarding site inspection access and delivery timelines. Vendors are informed that the facility is new construction with drywall installation surfaces, and that the awarded contractor will receive placement direction from DMVA at the time of scheduled installation rather than during a preliminary site visit. Vendors noted concerns regarding the three-week production lead time plus transit time for bulletin boards and questioned whether the higher quantity order would impact delivery schedules. DMVA clarified that March 13 serves as a target date rather than a binding deadline, emphasizing flexibility in scheduling the installation with Dawn Hopkins. All vendors submitting responses must attach this flyer to their solicitation proposals to avoid disqualification.

Question and Answers:

How soon can we get in to do sight inspection, so that we know where every bulletin board goes and what type of materials they are being mounted to, so far as brick, drywall and so forth?

DMVA answer - This is a new build, drywall. The awarded Vendor will meet Dawn Hopkins who will direct placement at the time scheduled for installation.

I see there is a delivery date of 3/13, is that a fixed date? Lead times and installer availability can make it difficult to guarantee an exact date. The lead time alone for these boards is approx 3 weeks plus transit time. I am not sure if the higher quantity will affect that. Is there an installation window I can use as a guide?

DMVA answer - March 13 isn't a firm date. The awarded Vendor will schedule the installation date with Dawn Hopkins. HVH asks that the bulletin boards are delivered and installed within a week after received/produced.
