About this file
This document is a Sole Source Posting from the Washington State Department of Retirement Systems (DRS), announcing their intent to award a contract to CEM Benchmarking, Inc. for independent public pension administration benchmarking services. The contract will be issued on or after July 1, 2025, with an initial two-year term and the potential for four additional two-year extensions. The scope of work requires preparing a benchmarking report that includes performance and activity cost data from at least 15 public pension administrators with over 300,000 active members and annuitants. Vendors are required to submit capability statements within ten working days of the announcement, detailing their ability to provide electronic and printed report versions that compare DRS's performance and cost data against peer group information across at least 12 different administrative activities.
The total contract value for the initial two-year term is $128,000, with potential incremental extensions at equal or slightly higher consideration. The benchmarking report must reconcile cost data to participants' comprehensive annual financial reports and analyze at least three factors contributing to cost differences, such as plan complexity. In the absence of other capable sources, DRS intends to make a sole source award to CEM Benchmarking, Inc. Interested parties can submit capability statements or ask questions by contacting Wendy Kancianich at the provided contact information.

STATE OF WASHINGTON
Department of RETIREMENT
SYSTEMS
SOLE SOURCE POSTING
DATE 6/11/2025
The Department of Retirement Systems (DRS) contemplates awarding a sole source contract to CEM Benchmarking, Inc. to provide independent public pension administration benchmarking.
Independent public pension administration benchmarking provides the Department of Retirement Systems with extensive performance, cost and best practice information. That information is a core component of the agency’s performance measurement and continuous improvement efforts
DRS will enter into a two (2) year contract with CEM Benchmarking, Inc. The contract will be issued on or after July 1, 2025, and will continue for a two-year initial term. The cost of this two-year contract is $128,000. DRS may opt to extend the contract for an additional four (4) times in two (2) year increments required. DRS determines that each optional additional two-year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within ten (10) working days of this announcement.
Vendor capability statements should address how they are qualified and capable of performing the following requirements:
• Provide the preparation of a benchmarking report that includes the following:
Performance and activity cost data from a minimum of 15 public pension administrators, each having a total of more than 300,000 active members and annuitants (to establish a valid peer group for DRS). The cost data provided by each participant shall be reconciled to the participant’s published comprehensive annual financial report;
• Secure electronic access to draft and final versions of the individualized report to DRS and two printed copies of the final report. At a minimum, the report will:
• Compare the performance and cost data provided by DRS with data provided
• by its peer group; and analyze the data in at least 12 different activities that are common to public pension administration (e.g., disbursements); and analyze the data in at least three factors that may contribute to cost differences (e.g., plan complexity)
In the absence of other capable sources, it’s the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
