About this file
This document is a clarification letter from Civil & Environmental Consultants, Inc. (CEC) to the Arizona Department of Environmental Quality (ADEQ) regarding Solicitation Number BPM006397 for Brownfields Environmental Site Assessment Services. The correspondence involves CEC, which recently acquired Engineering and Environmental Consultants (EEC) on November 4, 2023, and is responding to ADEQ's request for additional information about their project history, personnel continuity, and submitted documents.
The clarification addresses three key areas: project history for a City of Tempe Brownfields project, confirmation of which Attachment 5 document should be used for evaluation, and financial accounting information. The project involves site inventory, Phase I and II Environmental Site Assessments (ESA), Sampling and Analysis Plan (SAP), and potential future field activities, with key personnel like John Burton (Project Manager), Chad Hancock (Field Services Manager), and Oliver Sullivan (Lead Field Technician) retained from the EEC acquisition. CEC indicates they are prepared to provide additional financial documentation if requested by ADEQ after the proposal date, and they recommend using the Excel format document for Conformance Statements and Exception Requests.
