About this file

This document is a procedural release instruction issued by the State of Illinois, Office of the Governor, under the authority of Governor JB Pritzker and directed by Brandon Ragle, the Chief Information Officer and Secretary of the Department of Innovation and Technology (DoIT). The document outlines guidelines for transformed and non-fully transformed state agencies seeking to initiate releases or Statements of Work for professional services utilizing DoIT Cloud Solutions Participation Contracts.

The document establishes mandatory coordination and approval processes required before agencies may execute cloud solutions contracts. For fully transformed agencies, releases must be coordinated with the DoIT GCIO/CIO for strategic alignment, reviewed by DoIT EPMO/Governance if representing new initiatives, and submitted through the DoIT Information Technology Procurement Office for order approval and contract appropriateness verification. For non-fully transformed agencies, similar coordination with the DoIT GCIO/CIO is required with documented email confirmation, though agency procurement staff may review SOW appropriateness and initiate release requisitions directly. The document mandates that all SOW reviews include evaluation of alternative DoIT professional services contracts, including four TOPS contracts, to ensure the cloud solutions contract represents the most economically feasible option. Non-DoIT-managed agencies must follow applicable procurement procedures and obtain approval from their State Purchasing Officer. Documentation requirements include GCIO/EPMO confirmation attached at the time of purchase request submission to BidBuy.

JB Pritzker, Governor Brandon Ragle, CIO and Secretary

DoIT Cloud Solutions Release Process DoIT Transformed Agencies:

1) Prior to initiating a release/SOW for professional services off of the DoIT Cloud Solutions Participation Contracts, the following must occur:

a) Project Owner must coordinate with DoIT GCIO/CIO to ensure visibility of the project, and its alignment to State strategy.

b) If the project is a new initiative GCIO/CIO shall coordinate with DoIT EPMO/Governance to validate the need to establish a new project, that will be managed through the IT Governance process.

c) Once verification is confirmed, Project Owner shall receive an SOW/Quote from the appropriate Cloud Participation Contract.

d) All orders should go through DoIT ITPO (Information Technology Procurement Office) for fully transformed agencies for transparency and visibility unless approved otherwise by DoIT APO and GCIO/CIO.

e) As part of its standard order review/approval process, DoIT ITPO will review the SOW to ensure that the selected cloud solutions contract is the most appropriate one and that no other DoIT professional services contracts (including the four TOPS contracts) would be reasonable, economically feasible options. ITPO’s written approval will be documented in BidBuy, via email attachment or release off master approval comment.

f) The confirmation from GCIO/EPMO must be attached along with the Purchase Request at time of submission to be processed.

Not-Fully Transformed Agencies:

2) Prior to initiating a release/SOW for professional services off of the DoIT Cloud Solutions Participation Contracts, the following must occur:

a) Project Owner must coordinate with DoIT GCIO/CIO to ensure visibility of the project, and its alignment to State strategy. An email or similar document with the CIO’s knowledge and agreement must be attached in BidBuy and submitted with the release requisition.

b) If the project is a new initiative GCIO/CIO shall coordinate with DoIT EPMO/Governance to validate the need to establish a new project, that will be managed through the IT Governance process.

c) Agency procurement staff shall review the SOW to ensure that the selected cloud solutions contract is the most appropriate one and that no other DoIT professional services contracts (including the four TOPS contracts) would be reasonable, economically feasible options.

d) If they determine that a cloud solutions contract is the appropriate option that would best meet its needs, the Agency procurement staff may initiate the release requisition in BidBuy and coordinate with the appropriate Vendor. However, the Agency CIO must maintain ongoing awareness of the project and procurement issues.

Any agency that is not a DoIT-managed agency per 20 ILCS 1370 should follow appropriate and applicable procurement procedures. Final use and applicability of this contract by non-managed agencies shall be governed by DoIT and approved by the ordering agency’s State Purchasing Officer.
