About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification issued by the Department of the Interior, Interior Business Center, on behalf of the National Guard Bureau, Air National Guard Directorate (NGB/A4S) for SOL No. 140D0426Q0711.
The Government intends to issue a Task Order against the Multiple Award Schedule (MAS) contract held by Advantor Systems II LLC (GSA Contract No. 47QSMS26D004J) for continued maintenance and support of Advantor-manufactured Electronic Security System (ESS), Intrusion Detection System (IDS), and Electronic Entry Control System (EECS) equipment across 72 Air National Guard installations. The requirement includes preventive maintenance on a triennial basis with one-third of installations serviced annually, emergency and unscheduled maintenance with one-hour telephonic response capability, Technical Support Center (TSC) operations, manufacturer-certified training, parts support, system upgrades, and Closed-Circuit Television (CCTV) preventive maintenance inspection. The contract covers a twelve-month base period running from September 25, 2026 through September 24, 2027, followed by four optional twelve-month periods extending through September 24, 2031. The estimated value is redacted in the document but the justification indicates this is a follow-on to previous sole-source agreements (BPA 47QSWC19A0012 and BPA 140D0424A0049) dating back to 2019.
The justification establishes sole-source authority under GSAR 538.7104-3(b)(1)(ii), citing that Advantor is the sole manufacturer, installer, and maintainer of the proprietary equipment with no distributors or authorized dealers. The equipment is mission-critical to Base Defense Plans protecting Protection Level 1-3 resources, SCIFs, and ammunition storage areas. Pricing will be derived from Advantor's GSA Schedule rates subject to price negotiation and the Price Reductions clause. Market research was limited to verifying Advantor's continued FSS contract holder status and reviewing its written confirmation of sole-source status, citing sustained procurement history without identification of alternate sources. The contracting officer determines pricing will be fair and reasonable through comparison to historical prices and an Independent Government Cost Estimate. No feasible near-term actions exist to remove barriers to competition, as full system replacement across all bases would require complete equipment transition and Procurement-appropriated funding executed through a multi-year phased effort. The justification was approved by Sharon Roberts, Head of the Contracting Activity, on September 8, 2026.

FEDERAL SUPPLY SCHEDULE (FSS)
SOLE SOURCE JUSTIFICATION
AUTHORITY: Revolutionary FAR Overhaul (RFO) 8.401(b), General Services Acquisition Regulation (GSAR) 538.7104-3(b) and 40 U.S.C 501(b)(1)(A)
SOL No. 140D0426Q0711
This acquisition is conducted under the authority of the Federal Supply Schedule (FSS) program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “FSS Sole Source Justification.”
This document is a FSS Sole Source Justification for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division II Branch V, on behalf of the National Guard Bureau, Air National Guard Directorate
(NGB/A4S).
2. Nature and/or description of the action being approved.
This action is a follow-on requirement for the continued preventive maintenance, emergency and unscheduled maintenance, Technical Support Center (TSC) services, manufacturer-certified training, parts support, system upgrades, and Closed-Circuit Television (CCTV) preventive maintenance inspection of Advantor-manufactured Electronic Security System (ESS), Intrusion Detection System (IDS), and Electronic Entry Control System (EECS) equipment at 72 Air National Guard installations. This requirement was previously satisfied on a sole-source basis under two consecutive predecessor award instruments: BPA 47QSWC19A0012 and BPA 140D0424A0049.
The Government intends to issue a Task Order (TO), with a twelve (12) month base period and four (4) twelve (12) month option periods, against the Multiple Award Schedule (MAS) contract held by the sole vendor considered and identified for this action, Advantor Systems II LLC, GSA Contract No. 47QSMS26D004J.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
NGB/A4S requires a standardized, centrally managed maintenance and support program for existing Advantor-manufactured ESS, IDS, and included EECS equipment installed across 72 Air National Guard installations ("Included Bases") located throughout the continental United States and Puerto Rico. This equipment constitutes a critical component of each installation's Base Defense Plan and safeguards Protection Level (PL) 1 through PL-3 resources, Sensitive Compartmented Information Facilities (SCIFs), Arms, Ammunition, and Explosives (AA&E) storage areas, and other mission-critical assets. Operational reliability of this equipment is essential to the effectiveness

of each installation's Base Defense Plan, is an enduring requirement that demands constant vigilance, and remains a zero-fail mission.
a. Field-Level Preventive and Emergency Maintenance. Triennial preventive maintenance of all existing IDS Annunciator hardware and software, Video Management Systems, and included EECS components, performed in accordance with manufacturer procedures, with one-third of all installations serviced annually. Preventive maintenance includes inspection of all devices, visible wiring, and control equipment;
verification of system data, panel communication, and annunciation accuracy; walk-testing of sensors; testing of Balanced Magnetic Switches, door sensors, and EECS locks; battery load-testing and replacement; and repair or replacement of defective devices using Contractor-furnished parts.
b. Emergency and Unscheduled Maintenance. On-site emergency service response, dispatched via a Global Positioning System-equipped fleet and computer-aided dispatch system, with a one-hour telephonic response requirement following notification of a service request and on-site dispatch where telephonic troubleshooting is unsuccessful, prioritized according to resource criticality (PL-1, PL-2, and PL-3 resources; catastrophic system failures; AA&E storage areas; SCIFs; and narcotics storage areas).
c. TSC Operations. Operation of a Contractor-staffed TSC providing telephonic and electronic support for coordination of emergency service dispatch and provision of technical software support for the Advantor IDS and included EECS platforms at each Included Base.
d. Manufacturer-Certified Training. Development and delivery of a computer-based training module covering Advantor Annunciator operator and system administration functions, and provision of Advantor System Administrator Training course covering Intrusion Detection, Access Control, networking, and Closed-Circuit Television principles within an ESS environment, culminating in student certification.
e. Parts Support. Repair and replacement of defective IDS and EECS components supporting PL-1 through PL-3 requirements.
f. System Upgrades. Upgrade of existing IDS and included EECS systems to meet evolving regulatory and technical refresh requirements, synchronized with scheduled maintenance visits to achieve cost efficiency.
g. CCTV Preventive Maintenance Inspection. CUI
to perform maintenance, repair, and training on this closed, single-manufacturer system without voiding existing warranties and compromising the operational reliability of Base Defense Plan-supporting ESSs at facilities protecting PL 1 through 3 resources.
The Advantor system operates on a secure protocol. Advantor’s ANG 6.0 and 6.2 are currently certified security systems in accordance with AFA4S GENADMIN 2024-09-05 and HQ USAF/A4S Non-Nuclear Configuration Management Database (CMD) Equipment Approval memo, dated March 23, 2026; Approved for continued use and sustainment in existing installs. Other companies listed on the Non-Nuclear Configuration Management Database (CMD) Equipment Approval, such as and , provide similar systems and services but they cannot work on Advantor proprietary systems located throughout ANG Operating Installations.
Another brand of software and hardware products will not integrate into the current alarm systems without a complete replacement of the installations annunciator and supporting software. Each annunciator brand has interoperability restrictions due to software compatibility issues, and has associated hardware such as viewing workstations, control workstations, badge management workstations, switches, and alarm panels which are non-compatible in form, fit, and function with other annunciator brands. Continued use of Advantor’s systems will facilitate seamless integration and minimize disruptions to operations. Procuring and maintaining a competing brand of Electronic Security System equipment in place of the Advantor-manufactured equipment currently installed and in continuous operational use at the Included Bases would represent a significant duplication of resources and cost to the Government that is not expected to be recovered through competition. As discussed in Section 8 below, the requiring activity has estimated that a full replacement or transition of the installed equipment base to a non-Advantor, multi-vendor solution across This estimated cost substantially exceeds the estimated value of the sole source Task Order contemplated by this action and would not be offset by any savings reasonably expected to result from competitive maintenance pricing for a replacement system.
5. A determination by the ordering activity contracting officer that the order represents a fair and reasonable price consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3).
The Contracting Officer determines that the anticipated prices under this action will be fair and reasonable based on the following: (a) pricing will be derived from labor category and materials rates established under Advantor's GSA Multiple Award Schedule contract, which have been subjected to GSA's price negotiation and Contractor Assistance Visit processes and are subject to the Price Reductions clause of the Schedule contract; (b) the Contracting Officer will compare pricing to historical prices paid for the same or similar commercial products and services, and (c) comparison to the Independent Government Cost Estimate against which the Contractor's quotation will be evaluated prior to award.
CUI
This determination is made in compliance with Department of War (DoW) Class Deviation 2026-O0049, which revises DFARS Part 208 and establishes requirements applicable to the determination of fair and reasonable pricing for orders placed against Federal Supply Schedule contracts, including DFARS 208.470(d). DFARS 208.470(d) requires the ordering activity Contracting Officer to make an independent determination of fair and reasonable pricing for this order using the proposal analysis techniques at FAR 15.404-1, and provides that the Contracting Officer may not rely upon GSA's determination that Advantor's Schedule prices were fair and reasonable for purposes of establishing the Schedule contract itself. Consistent with this requirement, the Contracting Officer will independently assess the reasonableness of the anticipated pricing for this specific order using a wide variety of proposal analysis techniques at FAR 15.404-1 and seek further price discounts prior to placing the order in accordance with GSAR 538.7102-2(c)(2).
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
The requirement involves the maintenance, repair, and technical support of proprietary Advantor equipment installed and in continuous operational use since 1994, a market condition that has not changed since the Government's most recent sole-source determination in 2024. Market research for this action was limited in scope to verification of Advantor Systems II LLC's continued status as an active Federal Supply Schedule contract holder and did not extend to a broader survey of the Federal Supply Schedule for potentially competing sources. This limited scope is warranted by, and consistent with, documented acquisition history for this identical requirement. As set forth in Section 2 above, this requirement has been satisfied on a sole-source basis under two consecutive predecessor award instruments spanning 2019 through 2026, each independently determined and approved to be a sole-source action, without identification of an alternate source capable of performing this requirement at any point across that period. This sustained procurement history, combined with Advantor's written certification that it is the sole manufacturer, installer, and maintainer of Advantor equipment and utilizes no distributors, resellers, or authorized dealers, provides the Contracting Officer a documented and reliable basis to conclude that no additional source has entered the market since the most recent predecessor determination.
Accordingly, market research was conducted as follows: (a) review of Advantor's active GSA Multiple Award Schedule contract record in GSA eLibrary, to confirm Advantor Systems II LLC's continued Schedule holder status, the applicable Special Item Numbers under its current contract, and its status on SAM.GOV; (b) review of Advantor's written sole-source confirmation letter, dated July 20, 2026, reaffirming that Advantor remains the sole manufacturer, installer, and maintainer of Advantor systems equipment and services and continues to utilize no distributors; and (c) review of Advantor's current GSA Multiple Award Schedule Price List and incorporated Maintenance Agreement and Software End-User License Agreement, CUI to confirm that the terms restricting installation and service to Advantor-certified personnel remain unchanged from those in effect during the predecessor award instruments.
7. Any other facts supporting the justification.
The equipment installed at the Included Bases is proprietary to Advantor and is not accompanied by technical data packages, specifications, or product descriptions of a nature that would permit competitive consideration by other sources under the FSS.
Advantor's Software End-User License Agreement restricts the Government's rights in the embedded software to those of a licensed end user and does not convey rights sufficient to permit an alternate source to service the system without infringing Advantor's intellectual property rights.
If this requirement is not satisfied by Advantor, the Government will be unable to maintain the operational reliability of ESS supporting PL 1 through 3 resources, SCIF, and AA&E storage areas at the Included Bases, resulting in unacceptable risk to the Air National Guard's Base Defense Plan. Use of non-Advantor-certified personnel to service the equipment would void the manufacturer's warranty and may result in noncompliance with AFA4S GENADMIN 2024-09-05.
Consistent with GSAR Subpart 538.71 ordering procedures, the Request for Quotation (RFQ) will not be posted to GSA eBuy. Posting to eBuy is not required for orders placed on a sole-source basis if a justification is executed and approved in accordance with GSAR 538.7104-3(b), where, as here, the Contracting Officer has determined and documented that only one source is capable of providing the required supplies and services at the level of quality required.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies and services is made.
The proprietary architecture of the installed ESS equipment base, and the Government's continuing operational need to maintain the currently fielded, AFA4S GENADMIN 2024-09-05-compliant configuration, constitute the primary barrier to competition for this requirement. The Contracting Officer is not aware of any near-term action that would remove this barrier during the Period of Performance of the contemplated Task Order, as the barrier arises from the proprietary nature of equipment already installed and in continuous operational use since 1994, rather than from any restrictive specification, data rights limitation, or performance work statement deficiency within the Government's control to correct.
No feasible near-term actions exist to remove this barrier. The requiring activity has determined that transitioning all Included Bases to a non-proprietary, multi-vendor solution would necessitate a complete system replacement require Procurement-appropriated funding, and must be executed
