About this file
This is a Questions and Answers memo from the New York State Office of Mental Health (OMH) and New York State Psychiatric Institute regarding an Invitation for Bid (IFB26023) for preventive maintenance services of a Building Management System (BMS) and ancillary equipment at the New York State Psychiatric Institute located at 1051 Riverside Drive, New York, NY. The project involves preventive maintenance of a Siemens Design BMS system, with maintenance tasks outlined in the contract's Program Work Plan (Appendix D). Preventive maintenance includes quarterly system backups, semi-annual maintenance on control dampers and valves, and annual verification of proper operation for servers, power supplies, sensors, and various controllers across multiple buildings. The facility maintains operator and manager level credentials for workstations, and additional administrative access will be granted upon contract award. Mandatory site visits were scheduled for June 29, 2026, and July 2, 2026, with registration deadlines of June 26, 2026, and July 1, 2026, respectively. The Questions and Answers submission deadline is July 17, 2026, at 3:00 PM ET, with bid proposals due July 24, 2026, at 3:00 PM ET.
The memo addresses specific operational questions from potential bidders regarding system access, administrative credentials, mechanical and controls drawings availability, and the scope of preventive maintenance coverage. Drawings and digital materials are available at the facility but will not be shared during the public bid phase due to the active hospital environment. Any maintenance needs beyond standard preventive maintenance tasks outlined in the quarterly, semi-annual, and annual schedules are classified as corrective action items. The contract includes equipment in Building 4, which is currently in the design phase of a Floor 6 renovation project under an OGS Project that will replace the main controller and terminal equipment; construction is expected to begin in 2028 at the earliest, with equipment quantities remaining the same.

Preventive Maintenance of Building Management System (BMS) & Ancillary Equipment
Questions and Answers
# Question Answer
Can you please confirm if the BMS is a Schneider Electric/ Continuum BMS?
The system is a Siemens Design BMS. Full details can be found on the contract boilerplate file, Appendix D, Contractor General Responsibilities and Exhibit B – Equipment List.
Does the site have all necessary administrative login credentials? These credentials are critical to perform the PM tasking list items, such as taking a backup for the Quarterly PM
The site maintains operator and manger level credentials for all workstations. Vendors should be able to perform backups as necessary.
Does the site have access to all the necessary software on their operator workstations to perform the PM tasking list items, such as taking a backup for the Quarterly PM
The site maintains operator and manger level credentials for all workstations. Vendors should be able to perform backups as necessary.
If the answer is no to either of the above questions, will OMH/NYS be able to get these administrative credentials/software from the installing contractor so that our team can perform this PM?
N/A
How do we get admin access to the BMS Front End and server?
Access will be granted once the vendor is awarded the contract.
Will we have access to adjust programming if needed on field controllers with the credentials that are provided? If not, will OMH/NYS be able to obtain these credentials?
If access is needed beyond what the facility can provide the vendor would need to subcontract the manufacturer.
Are there mechanical drawings that can be sent over?
Drawings are available at the facility, and some are available digitally and will be shared once the contract is awarded.
Due to the facility of being an active hospital these items will not be shared during the public bid.
Are there controls as built drawings that can be sent over?
See answer 7
I see this included in the table for equipment for Building 4: “Controller/Terminal Equipment/ Various/Siemens/N/A/
Please review Appendix D, Program Workplan, Exhibit A‐ Preventative Maintenance Tasks.

QUANTITY: 346/PXCMs, dampers, spot coolers & TEC controllers”
Are these 346 devices included in the PM?
Which PM are they under? Or should we assume that they are covered at some other point in the equipment table?
Quarterly PM tasking includes backing up the system from the front end and achieving all outlined data.
Semi‐Annual PM’s include maintenance on the control dampers (Excluding VAV’s) and control valves (Excluding fan coil units, reheats, VAV’s and Spot Coolers) Annual PM’s Include Verifying proper operation of OWS, Servers, Power Supplies, Sensors and controllers ( Including but not limited to Building Level, Field Level, Equipment Level, Expansion Modules, etc.).
Any items not covered under the PM’s listed above are corrective action only items.
