140R3023Q0028 – Onsite Tool & Equipment Calibration

Combined Synopsis/Solicitation

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) To facilitate electronic quote submissions through SAM.gov Contract Opportunities, a request for quote RFQ No. 140R3023Q0028 is being issued subsequent to this combined synopsis/solicitation.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular number 2023-02 effective date 03/16/2023.

(iv) This requirement has no set-aside. The North American Industry Classification System (NAICS)

Code for this acquisition is: 541380 – Testing Laborites and Services. The small business size standard for NAICS Code 541380 is $19 million.

(v) Line item 00010 – Onsite Calibration Services – Hoover Dam

Line item 00020 – Onsite Calibration Services – Parker Dam

The Statement of Work (SOW) provides more detailed information about the requirement and is attached to the RFQ.

(vi) The Bureau of Reclamation (Reclamation), Lower Colorado Basin Region (LCBR) has a requirement for Onsite tool & equipment calibration for Hoover & Parker Dam in accordance with the

Statement of Work (SOW). Offeror MUST submit supporting documentation along with your quotation to demonstrate the proposed quote meets the SOW.

(vii) The requirement will be accomplished via issuance of a firm fixed price Purchase Order. Work shall start on or about July 2023.

THE FOLLOWING CLAUSES AND PROVISIONS ARE APPLICABLE TO THIS COMMERCIAL

ITEM ACQUISITION:

(viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items.

In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation, each offeror will submit a quote in accordance with the instructions contained in this provision.

Statement of Work

Onsite Tool & Equipment Calibration

Summary The Bureau of Reclamation (Reclamation), Lower Colorado Dams Office (LCDO), must calibrate their tools and equipment (mechanical, electrical, electronic) on an annual basis. The contractor/vendor will provide onsite calibration services in a self-contained mobile lab, with the work performed by qualified technicians, at a time specified by the government (Hoover Engineering) during the summer for the year

2023. Calibration services will be performed onsite at two locations: Hoover Dam and Parker Dam.

Calibration services for Hoover Dam typically last five (5) days; services for Parker Dam typically last one day.

Work Requirement The contractor will provide the following services for this Work Requirement:

1. Provide an itemized estimate/quote and total cost for all labor, tools, equipment, special items, and consumables needed to complete onsite tool and equipment calibration services at Hoover and Parker Dam.

2. Provide an estimate for additional items that are taken to the contractor for servicing.

a. Items that are new or not previously serviced may be added for servicing after approval from the Contracting Officer.

3. Provide a mobile lab with trained and qualified calibration technicians to perform the work onsite.

4. Provide a NIST traceable detailed inventory (Calibration Schedule) of all items, tools, equipment received for calibration.

a. Completed inventory in electronic format (.pdf, MS Excel, SAP, or equivalent) showing the item number, manufacturer, model, description, serial number, cost to calibrate and any pertinent notes.

b. The contractor is expected to provide all consumable items used during the testing and calibration process.

5. Provide a certification stamp, sticker, or seal on each piece of calibrated equipment with the company name, unique equipment ID, date, and initials of the technician that performed the work.

6. Provide a written report (electronic format) with findings and recommendations for tools and equipment that could not be calibrated or serviced, along with any other recommendations the calibration provider should bring to our attention.

7. Provide an explanation of the process used to remove/dispose of items consumed during calibration.

8. Schedule and arrange transportation of qualified service personnel, tools, equipment, a mobile lab, and any special items to Hoover and Parker Dam.

9. Supervise and conduct clean-up and removal of debris or excess materials from the work sites after calibration services are completed.

10. Provide invoice documents in a timely manner to the Acquisitions Office contract officer (CO) and contract officer representative (COR).

Period of Performance The period of performance will be mutually agreed upon between Reclamation and the contractor and must take place in either the second half of July, or August. A mobile lab is required because tools and equipment must be calibrated annually, and tools are still used throughout the year by Reclamation personnel.

The contractor may be granted early site access to stage materials and equipment, but work cannot start until the specified date agreed to by Reclamation.

Schedule The contractor will provide a proposed work schedule that states the days and hours of work, for approval, prior to the start of work onsite at both Hoover and Parker Dam.

The calibration technicians may work beyond 10 hours a day, with written prior approval, to complete the calibration services within five (5) days at Hoover Dam, and one (1) day at Parker Dam.

A Reclamation escort will be provided to allow daily site access, on the days and hours approved for work.

Daylight working hours are preferred. Reclamation maintenance staff works 10-hour days, M-F (0630-

1700).

Performance Standards The contractor must provide calibration services adhering to National Institute of Standards and

Technology (NIST) traceable ISO/IEC 17025 quality standards.

The contractor will comply with all federal, state and local laws as well as the USBR manual titled

“Reclamation Safety and Health Standards (RSHS),” latest edition. The RSHS manual is available for free in electronic format at this website: https://www.usbr.gov/safety/rshs/index.html

Worksite Reclamation will provide a place to stage the mobile laboratory on the Nevada or Arizona ramp at the end of the respective powerhouse at Hoover Dam. Staging at Parker Dam will be near the powerhouse as well.

No utilities or other services (phone, internet, and electric power) will be provided to the contractor since the work requirement is for a mobile self-contained calibration lab. Major cell phone services are available at the locations the contractor will be staged at.

The Reclamation escort will guide the contractor personnel, vehicle and mobile lab down into the facility and out of the facility at the completion of each work day.

The Reclamation escort will arrange tools and equipment brought to the mobile lab, monitor the contractor’s work, and arrange for the serviced items to be returned to maintenance staff.

The following facilities and equipment will be available, at no charge, for the contractor to use during the performance of services for this Statement of Work:

1. Restrooms are available inside the powerplant on the Nevada and Arizona side of Hoover Dam and inside the powerhouse of Parker Dam.

2. No government electrical power will be provided.

3. No government phone or internet will be provided for security reasons.

4. No desk or office space to work from will be provided.

5. Access to a fax line may be available upon request.

Additional Required Submittals In addition to the required submittals listed above under the “Work Requirement” section, the contractor will also review and sign the following government provided submittals before any work may begin:

1. Job Hazard Analysis (JHA): to be reviewed and signed by the COR and contractor’s job supervisor prior to the start of any work.

2. Site Entry Permit (SEP): to be reviewed and signed by the COR and contractor’s job supervisor prior to the start of any work, and signed to release the contractor at the completion of work.

a. The SEP authorizes contractor personnel, vehicles, and the mobile lab to be onsite for the duration of the services provided by the contractor and informs federal and contracted security forces of contractor assets/personnel.

3. A copy of both the signed JHA and SEP will be attached to mobile lab while it is left overnight in the dedicated staging area.

Site Security The operation of Hoover Dam and Parker Dam requires continuous and effective security measures. Site security is carried out and enforced by a federal guard system, Security Response Force (SRF), and contracted security guard personnel.

All contractor vehicles and the mobile lab will pass through the security checkpoint, upon arrival, on the

Nevada approach where the main entrance is located. Once the security checkpoint inspects and approves the mobile lab and contractor vehicles, passage down to the facility will be allowed, with the Reclamation escort.

Contractor personnel will have a Reclamation escort at all times while performing calibration duties at both Hoover and Parker Dam. The contractor is responsible for ensuring employees comply with all security rules and regulations. Contractor personnel will not enter established or designated restricted areas without authorization from Reclamation. Restricted area entry will be in accordance with security regulations established for the local area (Hoover and Parker Dam).

The staging area for the mobile lab and optional additional vehicle will be on the Nevada ramp just outside of the powerhouse. The mobile lab may be left overnight and the additional vehicle can park in an available spot with the keys left in the vehicle during working hours. The mobile lab is typically left in the staging area overnight, and will be in a secure location. Additional vehicle parking is available for free in designated parking areas near the Hoover Dam Central Warehouse. Prior to the start of work each day, the additional contractor vehicle and contractor personnel will pass through the inspection checkpoint before traveling down to the powerplant and staged mobile lab with the Reclamation escort.

The Reclamation escort will take the mobile lab and additional vehicle down the gated Lower Portal Road;

this road has sections of steep grade with multiple blind corners and a very limiting hair-pin (180 degree) turn. The road is also limited by an electronically controlled swing arm gate and a concrete lined, single lane, tunnel that can allow a dump truck size vehicle through. A standard tractor trailer (18 wheeler) cannot make it down to the Hoover Dam powerplant on the Lower Portal Road. A standard pickup truck

(dually) with a fifth wheel trailer, garbage truck, large bread truck, bucket truck, and similarly sized vehicles routinely make this trip and can be accommodated.

List of Submittals The contractor will furnish all submittals to the Reclamation contracting office point of contact (TBA), in accordance with Table 1 (List of Submittals) below.

Listed on each pre-award submittal will be the contractor’s contact information, solicitation number reference and USBR contracting office point of contact.

All costs associated with providing the submittals will be at the contractor’s expense.

PLATFORM (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

'Payment request' means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

The Contractor shall also submit an electronic copy of the IPP invoice to bwilliamson@usbr.gov once the invoice has been submitted to IPP. Failure to email the invoice may cause significant delay or possible rejection of your payment request.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. (a) The Contractor shall not require any person employed in the performance of this contract (including subcontracts) to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety.

(b) Contractor shall comply with the most current version of the Bureau of Reclamation Reclamation Safety and Health Standards (RSHS) and, if applicable, the requirements of the Accident Prevention Clause (FAR 52.236-13 ).

(c) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part

1910 from the Occupational Safety and Health Administration, U.S. Department of Labor, www.osha.gov.

(d) In the event there is a conflict between the requirements contained in paragraphs (b) and (c) referenced herein, the more stringent requirement shall prevail.

(e) The Contractor shall submit a written proposed safety program as prescribed in the RSHS and the written specifications.

(f) The Contractor shall maintain an accurate record of, and shall report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage in accordance with the RSHS and OSHA guidelines.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C. 552), the following terms shall have the meaning set forth below:

(1) "Trade Secret" means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

(2) "Confidential commercial or financial information" means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers "commercial and financial information obtained from a person and privileged or confidential," and exemption (9), which covers "geological and geophysical information, including maps, concerning wells."

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C.

"This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal."

(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.

(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and

(c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
