Q&A for Solicitation 140R3023Q0028 On-Site Tool & Equipment Calibration
Q: Because of the size of the job and the number of standards involved, would we be able to set up in the facility to calibrate the items? Is there enough space to accomplish this?
A: The main standard involved, but not the only one, is the NIST traceability requirement that all calibration service providers are held too.
There is no adequate work area inside the powerplant to accommodate the contractors that would provide this service. The area between the main generating units is storing parts from other generators that are in overhaul. That is the rationale for the mobile on-site lab, because there is limited space availability inside the plant, and less when components are stored in the open spaces. During this service call, everyone is made aware that the individual trades and work groups can collect their tools & instruments, and they are collected on the back deck of the NV powerplant wing. Then the contractor can work with groups collection of tools and simply cart them back inside the doorway (25ft distance max) for them to be carted off by the respective Hoover work group.
Location: the back deck of the NV powerplant wing gets roped off and reserved for the contractor to use. This is just outside the doorway and allows ample room for the contractor's mobile lab, and room to stage the serviced and un-serviced tools/equipment.
Q: Is only OOT data is needed for equipment that fails specified tolerances?
A: Assuming OOT is out of trend or out of tolerance, if the piece of equipment fails to meet calibration criteria it is up to the contractor to justify why it cannot be serviced. Aside from replacement of consumables, i.e. batteries, equipment repair is not part of the work and any failed equipment will be returned to the government with a proper explanation/justification. If other metrics aside from OOT are used, they should adhere to NIST standards for equipment calibration.
Q: Work is going to be in one centralized area for on-site technicians?
A: Yes. A designated area will be provided for the contractor's mobile lab just outside the powerplant and the designated area will be available to leave the lab overnight. The area is secure and patrolled during non-working hours. The tools and equipment will be brought to the staging area by government staff for the contractor to conveniently collect/deposit right inside the powerplant door. A work area inside the plant is not designated for contactor work. See attached picture.
Q: Will we have the ability to have 3 work benches minimum supplied for adequate storage for instruments waiting for cal?
A: Tools and equipment will be brought to the staging area on push carts, wheeled protective cases, and mobile carts. The tools will be dropped off and collected by government staff. Collapsible tables can be made available if extra storage is needed.
Q: Can we get the manufacture and model for the torque wrenches in the SRF Armory for a accurate price and quoting information?
a. Items 215 and 216 of the SRF Armory
Torque wrench #1
SRF Armory
Torque drive #1
SRF Armory
A: Item 215: "Generic" was listed as OEM. 0-150 FT-LBS torque wrench Item 216: Capri tools, CP21075, 10-50 IN-LBS torque driver image1.png
