About this file

This document is a contract solicitation from the Hawaii Department of Land and Natural Resources (DLNR) Land Division for clearing invasive trees and vegetation on unencumbered state lands located in Waikahekahe, Puna, Hawaii. The project involves creating two 80' x 30' buffer zones along the boundary between state land and two adjacent private parcels, with a specific scope of work that includes cutting and dropping all trees, shrubs, and undergrowth within a 335' long and 40' wide buffer zone. The work must be performed under the direct supervision of a certified arborist, with vegetation cut close to the ground, treated with herbicide, and removed from buffer zones to be laid out flat on bordering state lands.

The solicitation requires the contractor to maintain comprehensive insurance coverage, including $1 million per occurrence in commercial general liability and $500,000 in automobile insurance. Contractors must be registered with Hawaii Compliance Express (HCE) and submit insurance certificates before a purchase order can be generated. The contract is set to begin immediately after processing, with the contractor required to notify the land agent within 3 days of project completion and include photos of the completed project area. Payment will be contingent upon satisfactory completion of the scope of work and compliance with all specified terms and conditions.
