About this file
The document appears to be a standard procurement specification guideline addressing brand name or equal product specifications in government solicitations. While no specific state, agency, or jurisdiction is explicitly identified, the text provides universal procurement language applicable to government contracting processes.
The document outlines procedural guidance for evaluating product submissions when brand name specifications are used in solicitations. It establishes that brand names are intended to describe quality, performance, and desired characteristics, not to restrict competition. The specification allows "or equal" product submissions, with bidders bearing the burden of proving product equivalence. Minor differences in design, construction, or features will not automatically disqualify alternative products if they do not compromise the item's intended functional use.

Text version
“When a brand name or equal specification is used in a solicitation, the solicitation shall contain explanatory language that the use of a brand name is for the purpose of describing the standard of quality, performance, and characteristics desired and is not intended to limit or restrict competition. "Or equal" submissions will not be rejected because of minor differences in design, construction or features that do not affect the suitability of the product for its intended use. Burden of proof that the product is equal is on the bidder.”
