About this file
This document is a sole source justification memorandum for the acquisition of Aviation Body Armor Vest kits by the Air Force. The Air Force needs 15 kits manufactured by First Spear and delivered by September 1, 2023. Each kit must include various ballistic panels, pouches, medical supplies, and a floatation cummerbund. The justification cites regulatory requirements that the First Spear vest is the only one approved for overwater flight use and that incorporates an integrated floatation device. While other vendors may offer body armor, only the First Spear model meets all helicopter aircrew requirements including undergoing safe-to-fly testing. The related federal contract opportunity posted on SAM.gov is a 100% small business set-aside to solicit quotes for these Aviation Body Armor Vest kits, with responses due within one week under solicitation number W50S6L-23-Q-0007 issued by the Department of the Army Alaska Army National Guard.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: This requirement will be solicited in Contract Opportunities (sam.gov) as a Brand Name Only, 100% Total Small Business Set-Aside.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: Customer/end user (CMSgt Tyler Sutton) provided a complete requirements package outlining the need for (15) ABAV Kits . Not all components of the Kit have NSN's and thus, at this time, not available through the supply system. Market research revealed that there are a sufficient number of vendors that offer and are capable of providing these kits.
As a a result, the CO has determined that it is in the best interest of the government to publicize this requirement via SAM.gov (Contract Opportunities) for a period of approx 1 week. The belief is that there are sufficient small businesses that supply ABAV Kits, and it is reasonable for these contractors to provide a quote within a week's time-frame when considering the need by date of 01 Sept 23.
_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: The Human Systems Division (HSD) provided an interim safe-to-fly for the ABAV on 20 January 2023. The First Spear Aircrew Body Armor Vest (ABAV) was the only approved armor vest that underwent the Safe-to-Fly requirements testing. IAW AFI 11-301, Vol 3, para 2.13.1. AFE will provide LPUs to aircrew members and passengers (familiarization and incentive flyers) of ejection seat and single engine aircraft on all flights overwater to include cross-country flights as prescribed in MDS specific operations AFIs. Designated life preservers will be readily available during all overwater flights on multi-place aircraft. Exception: LPUs are not required for overwater flights to and from Programmed depot maintenance (PDM)/Depot when route is within power off glide distance to land. (T-1). Only First Spear style vest includes an LPU as part of their vest assembly. This is a unique and essential item for overwater flight (ref 11-2HH-60, Vol 3, para 3.12.4). IAW AFI 11-301, Vol 2, para 2.17.6. Only authorized and approved survival kits, survival vests and/or survival backpacks, and aircrew body armor properly configured and maintained will be worn or used. Inspections will be accomplished in accordance with appropriate TO and MAJCOM directives (e.g. T.O. 14S1-3-51, 14S1-1-131). (T-1) and para 2.17.14. Aircrew Body Armor (ABA). Lead Command --AFSOC . Exception: AFGSC is the Lead Command for the Air Warrior Body Armor System. AFSOC/A3T selected First Spear ABAV as the proposed solution for testing. IAW AFMAN 11-2HH-60, Vol 2, para 3.12.4. Overwater AFE is not required when overwater flight is limited to short distances during takeoff/landing. When the route of flight is beyond autorotational distance from land, all occupants will wear life preservers, aircrew members will wear approved underwater breathing devices, a life raft will be carried onboard the aircraft, and anti-exposure suits will be worn IAW AFI 11-301, Aircrew Flight Equipment series and MAJCOM instructions. (T-2). And para 3.12.5. Aircrew members will wear the aircrew uniform and other approved flying clothing/equipment in accordance with AFI 11-301 Series publications and MAJCOM instructions. (T-2). The current vest system is causing long-term health issues with helicopter aircrew and is a known physical health risk to prolonged wear and the CIACS vendor can no longer meet our supply requirements. Additionally, the LPU-10/P (currently approved Life Preserver Unit) is having supply issues and being divested for regular aircrew use, which means aircrew will not have the required overwater flight equipment to execute their mission. Helicopter aircrew require LPUs in addition to body armor for overwater flight. The First Spear vest has an integrated LPU system, whereas other vest systems do not. Furthermore, all Aircrew Performance items will undergo a 2-year Safe-to-Fly assessment through AFLCMC/WNU, which was conducted on the First Spear ABAV. Meeting ballistic specifications does not equate to meeting Safe-to-Fly or helicopter overwater flight requirements. HH-60 units are immediately authorized to begin procuring, training and using the ABAV. Unit commanders' will determine timeline for full conversion from Eagles CIACS to First Spear ABAV, not to exceed 365 days from initial purchase. AFE Functions will only support 1 system per aircrew during transition process. The (ABAV) is approved for use under an PACAF ABAV Assumption of Risk, 20 January 2023. All National Stock Numbers (NSN)s and style listed on the iStF are approved to be changed to the ESAPI Cut with associated part numbers generated by First-Spear.
