WBR 1413.106-1 Template 1 (11/2020)

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity. Department of the Interior, Bureau of Reclamation, Acquisition and Assistance Operations Branch, Denver, Colorado.

2. Name and Address of Single Source. Reclamation anticipates the award of a firm fixed-priced purchase order to be awarded utilizing FAR Part 13 and 12 Procedures. This will be solicited as a total small business set aside for Brand Name (Item Peculiar to One Manufacturer) DRA Net IQ Software Maintenance.

3. Description of Supplies/Services and Estimated Cost. This requirement is for the renewal of Net IQ Maintenance. This requirement will be a firm fixed price and has a period of performance of 09/29/2023 through 09/28/2026. The estimated cost is

4. Description of Circumstances, including why only one source is reasonably available.

The Active Directory and Microsoft Windows authentication and administration is the Department of the Interior (DOI)/BOR required account management solution. This specific application requirement provides the need for the purchase of the DRA management application to integrate all core and associate servers and resources within BOR.

5. Determination of Fair and Reasonable Price. The Contracting Officer will utilize FAR 13.106-3(a)(1) to the extent possible. The contracting officer will perform necessary price analysis techniques such as a comparison of the proposed price with prices found fair and reasonable on previous purchases (FAR 13.106-3 (a)(2)(ii)), market analysis for similar items in the industry (FAR 13.106-3(a)(2)(i)), and/or review of current price lists or catalogs (FAR 13.106-3(a)(2)(iii)) will be employed, if deemed necessary in further assuring that the government will receive the best value for its dollars.

6. Description of Market Research. Market research was conducted by the DRA administrators, which manage and support the current corporate solution for BOR. The IT staff researched four companies that provided similar features as the NetIQ product (ADManager Plus Active Directory Management, ManageEngine AD Solutions and Netrix), which did not provide reporting tools, have lack of provisioning outside the AD and Exchange schema, have limited ability to provide similar active views, the ability to export

WBR 1413.106-1 Template 1 (11/2020) reports for auditing purposes and do not provide the similar roles and powers specific to BOR and the Active Directory configuration. In addition, to completely remove and reconfigure and new source application to provide the necessary Active Directory management would cost additional monies and times from all domain admins and underlying staff, including down time to rebuild and provide the necessary support currently in place, without major disruptions in operations.
