The devices must feature a Snapdragon X Plus or X Elite processor, 16 GB RAM, 512 GB SSD storage, Wi-Fi or Wi-Fi + 5G connectivity, and a detachable 2-in-1 form factor in new, manufacturer-certified condition. The PORFP was issued on March 25, 2026, with proposals due by April 8, 2026, at 12:00 PM ET. Questions regarding the solicitation must be submitted by April 1, 2026, at 12:00 PM ET. Estimated delivery is required within 30 days of award, with equipment to be delivered to DHCD at 7800 Harkins Road, Lanham, Maryland 20706. No installation services or extended warranty services are included in this procurement.

This procurement is designated as a Small Business Reserve (SBR) set-aside, restricting eligibility to certified small business vendors meeting Maryland statutory requirements and registered with the GOSBA Small Business Reserve Program. Only Master Contractors authorized to resell Microsoft equipment are eligible to submit bids. Proposed pricing must remain valid for at least 90 calendar days following the proposal due date, and bidders may be required to provide the Manufacturer's Suggested Retail Price (MSRP) and a Letter of Authorization from Microsoft or an authorized distributor. Evaluation criteria include compliance with PORFP requirements, manufacturer authorization, delivery timeframe, and price, with award recommendation made to the responsive and responsible Master Contractor offering the most advantageous proposal. Invoices must be submitted electronically to termia.jones@maryland.gov and must satisfy all requirements for a Proper Invoice as defined in COMAR regulations, with one-time pricing items billed within 30 days of acceptance.
