About this file
This is an attachment to a Request for Proposal (RFP) issued by the Arizona Department of Administration State Procurement Office for Solicitation No. BPM007733 regarding Employee Behavioral Assessment services. The document outlines the Method of Approach requirements that offerors must address in their proposals, detailing the narrative responses expected to demonstrate understanding of scope of work requirements and the company's overall service delivery methodology.
The RFP attachment requires offerors to provide comprehensive responses across four primary categories: Assessment Validity and Job Relevance, which demands full documentation of validity evidence aligned with the Uniform Guidelines on Employee Selection Procedures (1978) and a described process for establishing job-relatedness; Scientific Rigor and Job-Family Relevance, which requires a technical manual with psychometric properties and evidence of validity across diverse public sector job families including Administrative, Public Safety/Operations, Technical/IT, and Executive Leadership roles; Legal Defensibility, which necessitates disclosure of any court challenges or EEOC discrimination claims and details on legal support if the tool is challenged during contract performance; and Accelerated Implementation, Training, and Support Capacity, which mandates specific resource commitments including dedicated Industrial-Organizational Psychologists and senior technical architects during a compressed onboarding window between Months 2 and 5, advance notice requirements of a minimum of thirty days for platform updates with mandatory sandbox access, and explicit billing structures for completed versus abandoned assessments. Offerors may designate information as confidential through appropriate documentation and may mark sections as "N/A" if not applicable to the required services.

Attachment 8 – Method of Approach
The Offeror shall provide a narrative response to each section that demonstrates their understanding of the Scope of Work requirements and describes the company’s overall method of approach for providing the Service(s) stated in this Solicitation. If there is a section that is not applicable to the Services required by the Scope of Work, you may mark it “N/A”.
Offeror shall provide a response either after each section or in a separate document entitled: “Attachment - Method of Approach.” If a separate document is used, please clearly designate each section and double-check to ensure that each question has been answered. If any information provided is considered CONFIDENTIAL by Offeror, the information must be specifically included in the Confidential Information Designation Attachment and related documentation to be assessed for confidential treatment under A.A.C. R2-7-103.
1. Assessment Validity & Job Relevance
· Evidence of Validity: Provide full documentation and technical manuals demonstrating the content, construct, and/or criterion-related validity of your assessments. Specify how your validation studies align with the Uniform Guidelines on Employee Selection Procedures (1978).
· Job-Relatedness Determination: Describe your process for establishing job-relatedness. How does your platform assist state agencies in conducting a job analysis to ensure the assessment predicts organizational and job fit to the specific role?
2. Scientific Rigor and Job-Family Relevance
· Technical Manual and Validation Evidence: Provide your platform’s comprehensive Technical Manual detailing psychometric properties, internal consistency metrics, and test-retest reliability correlations.
· Cross-Industry and Job-Family Norming: Describe the norm groups used to calculate candidate scores. Detail how your platform ensures validity across diverse job families that exist in the public sector (e.g., Administrative, Public Safety/Operations, Technical/IT, and Executive Leadership).
3. Legal Defensibility
· Legal Defense History: Has your assessment tool ever been challenged in a court of law or by the EEOC regarding discrimination or adverse impact? If yes, provide the outcome. If the tool is challenged while under contract with the State, what level of legal and expert-witness support does your firm provide?
· Risk Management/Mitigation: What major risks/delays do you foresee and what are your mitigation strategies?
4. Accelerated Implementation, Training, & Support Capacity
· Onboarding Personnel & Resources: What specific resources and personnel will your firm dedicate to the State's compressed onboarding window between Months 2 and 5? Proposers must contractually guarantee the availability and specific hours of dedicated Industrial-Organizational (I-O) Psychologists and senior technical architects.
· Change Management & Platform Updates: How do you manage platform updates, and what specific advance notice is given to the State? The State requires a minimum of thirty (30) days' notice and mandatory access to a staging/preview sandbox for all system or algorithmic updates.
· Candidate Abandonment Billing: What is your exact cost and billing structure for uncompleted or abandoned assessments? Explicitly state whether the State is charged per assessment started by a candidate, or only upon successful completion of the assessment loop.
