About this file

This document is a Client Service Procedure Manual for the Arizona Refugee Resettlement Program (RRP), developed for Refugee Support Services (RSS) contractors. The manual provides comprehensive guidelines for case management and employment services for refugees and eligible beneficiaries, drawing authority from federal regulations including 45 CFR Part 400 and 401, the Immigration and Nationality Act, and Office of Refugee Resettlement Policy Letters.

The manual outlines detailed protocols for client enrollment, case management, employment services, and communication procedures. Key services include developing individualized Self-Sufficiency Plans (SSP) and Employability Plans (EP), conducting monthly client check-ins, providing job readiness and placement support, and maintaining comprehensive client records in the Arizona Refugee Resettlement Program Online Data System (ARRPODS). Contractors are required to assist clients in achieving economic self-sufficiency through services such as job orientation, job clubs, workshops, language training, and referrals to additional support services. The program targets refugees aged 18-64, with specific protocols for intake, goal-setting, budget development, employment tracking, and quarterly case recertification.
