About this file

This is a Worker Protection Form (EO 2021-06) filed by the Pennsylvania Department of Environmental Protection (DEP), Bureau of Oil and Gas Management, in connection with a competitive invitation for bid (IFB) for specialized gas detection equipment. The solicitation seeks the procurement of Tunable Diode Laser (TDL-220) methane detectors along with accompanying accessories including carrying cases (Armadillo or equivalent), battery chargers, wrist straps, and lens cloths. The bid also requires on-site training services covering TDL-220 operation, features, settings, and calibration. This is a funded initiative under the Infrastructure, Investment and Jobs Act (IIJA) and represents a non-substitute procurement action for the Commonwealth of Pennsylvania.

All pricing submitted by bidders must be presented on a FOB destination basis, with shipping and handling costs fully incorporated into the quoted line item prices. No additional costs will be permitted beyond those included in the initial bid prices. The contract is structured to acquire equipment that meets specific operational specifications for methane detection in oil and gas operations, with the successful vendor required to provide comprehensive operator training as an integral component of the delivery obligation.
