About this file

This document is a single source justification for the purchase of two Seakeeper 4 Vessel stabilization systems. The 308th RQS requires these systems to enable Pararescue operators to effectively manage seaborne operations in rough seas and inclement weather. The Seakeeper 4 systems incorporate gyroscopic stabilization of vessels, are vacuum sealed to operate in wet conditions, have built-in cooling systems, and can be actively controlled or react automatically to changing sea states. This is a brand name request since Seakeeper, Inc. is currently the only manufacturer of vessel stabilization systems fitting vessels under 50 feet. The estimated contract cost is $130,000. The solicitation number is FA252124QB029, with questions due by February 12th and responses due by February 21st to the Department of the Air Force Space Command. The contracting officer determined only a single source was reasonably available in accordance with FAR 13.106-1(b)(1).

Project/Program Name: Seakeeper 4 Vessel Stabilization System

Purchase Request / Local ID Number: F3KRA94005AW03

Estimated Contract Cost (including Options): $130,000.00

Purchase and installation of (2) Seakeeper 4 vessel stabilization systems. This requirement fulfills vital mission necessities. These are the safety and integrity of operational/training vessels, promotes the longevity of crew-comfort and maintenance. Furthermore, it ensures crew situational awareness while performing operations on vessels of 38-44 feet in high seas and rough weather. The system should incorporate the following salient characteristics: gyroscopic stabilization of vessels in rough weather or heavy seas which directly correlates to the longevity of crew-comfort and the maintenance of crew situational awareness for extended durations. Additionally, the system should be vacuum sealed, to ensure its ability to continue to operate in rough, wet conditions as well as run on DC power. The system should also have a built-in cooling system. This ensures that the system does not overheat when in less-than-ideal conditions or when working for extended durations. Finally, to enhance flexibility and functionality, the system should be designed to have the ability to be actively controlled and to be able to react automatically to changing sea-states.

Active control ensures that stabilizing your boat in changing sea conditions is possible.

This is a brand-name request to purchase a vessel stabilizer system manufactured by Seakeeper, Inc. They are currently the only manufacturer that produces any sort of vessel stabilization system that fits on vessels less than 50' in length.

Additionally, no other company manufactures a product that is able to be installed as an after-market attachment to an vessels. Purchase of the particular brand will lead to cost savings by reducing the strain on vessel hulls and engines, thus increasing the service life of all outfitted vessels.

Research conducted by the requirement owner through GSA Advantage, vendor calls and other companies determined that the Seakeeper 4 will best meet their mission needs. Further market research by the contracting team determined that there are distributors available for the specific system required. Seakeeper, Inc. has provided the names of three distributors and a search through the Federal Procurement Data System (FPDS) website identified another potential distributor.

Based on mission needs the 308th RQS will conduct research to determine if an alternate product can meet future requirements.
