RFP 10324 Summary: Design Services - One Water Laboratory
This Request for Proposal (RFP) is issued by the City of Fort Collins, Colorado, soliciting qualified design professionals to provide comprehensive design services for the new One Water Laboratory facility. The project consolidates three existing water quality operations—the Water Quality Laboratory, Pollution Control Laboratory, and Watershed Program—into a single state-of-the-art facility at 702 West Drake Road. The proposed facility encompasses approximately 23,000 square feet of indoor space and 17,000 square feet of landscaping, designed to optimize laboratory workflows while accommodating future growth. The scope includes program verification, architectural and engineering design across all disciplines, LEED Gold or greater certification coordination, Building Information Modeling, construction administration, and construction observation through the warranty phase. A pre-proposal meeting is scheduled for 1:00 PM MT on June 30, 2026, at the project site. Written questions must be submitted by 3:00 PM MT on July 9, 2026. Proposals are due by 3:00 PM MT on July 30, 2026, via the Rocky Mountain E-Purchasing System. Tentative interviews are scheduled for the week of August 24, 2026, with contract award anticipated for August 2026 and construction completion projected for Q2 2029.
Compensation will be negotiated on a time and reimbursable direct cost basis under a Master Professional Services Agreement utilizing individual Work Orders, with a preliminary construction budget of $37 million for proposal planning purposes. The City reserves the right to reject any and all proposals and allows flexibility in amending the target schedule. Reimbursable expenses, including travel costs, must be submitted separately and documented with original receipts per GSA guidelines. The selected professional will be required to maintain specific insurance coverage, including $1 million errors and omissions insurance, and comply with all applicable local, state, and federal laws, including ADA requirements and Colorado Open Records Act provisions. Evaluation criteria include scope of proposal, firm capability and assigned personnel, sustainability and Triple Bottom Line methodology commitment (weighted equally with cost considerations), and competitive pricing with reasonable work hours. The agreement is a work order type contract with potential renewal options for up to four additional one-year periods, subject to annual appropriation and negotiated terms.

RFP 10324 Design Services – One Water Laboratory Page 4 of 36
I. BACKGROUND & OBJECTIVE / OVERVIEW
A. OBJECTIVE
The City of Fort Collins (City) is requesting proposals from qualified Professionals to provide Design Services for the planned One Water Laboratory. This Request for Proposals (“RFP”) is intended to identify and award one Professional. The agreement will be a Professional Services Work Order type agreement.
The purpose of the new One Water Laboratory is to combine the Water Quality Laboratory (WQL), Pollution Control Laboratory (PCL), and Watershed Program all under one roof at a new facility. These three workgroups provide water quality monitoring of source water supplies, drinking water and wastewater compliance testing in support of Clean and Safe Water Act requirements, and analytical support for treatment facility operations. Currently these programs operate out of separate City facilities. The lab facilities are aging and the lab areas are nearing end of life and will soon need replacement.
The consolidation of WQL & PCL operations into a single, state-of-the-art laboratory environment will strengthen compliance with Colorado Department of Public Health and Environment (CDPHE) requirements, foster greater operational integration, and enable more efficient use of staff and resources. Importantly, the facility will be designed to optimize laboratory workflows and accommodate future growth and expansion, ensuring that the City can continue to meet evolving regulatory and community needs for decades to come.
The potential size is approximately 23,000 square feet of indoor space, and approximately 17,000 square feet of landscaping. Indoor area includes, but is not limited to:
• Various laboratories
• Teaching laboratory/Community Education
• Sample receiving & intake area
• Lab workstation areas
• Offices
• Conference rooms
• Exercise room
• Locker rooms
• Kitchen & break area
• Storage
B. Background
In 2019 the City of Fort Collins completed an extensive basis of design that established a strong foundation and documentation for all lab programing needs. In 2025 funding for the necessary land and laboratory design was encumbered. Shortly after, the City of Fort Collins purchased the land and worked with a design firm to confirm laboratory programing needs and complete a comprehensive feasibility study. Conceptual Development Review with the City of Fort Collins was completed for a new One Water Laboratory Facility at 702 West Drake Road. The effort provided conceptual design
RFP 10324 Design Services – One Water Laboratory Page 5 of 36 options that were presented to Utilities and the Development Review team to comment on and provide feedback to identify a path forward for design.. The process confirmed feasibility of a new laboratory at the 702 West Drake Road property. The design budget was appropriated, and approval was given to commence with design.
