City of Fountain Request for Qualifications

Public Works Professional Engineering Services

The City of Fountain (City) Engineering Department is soliciting Statements of Qualification (SOQ) to create a select list of “on-call” Design Engineering Firms to serve the future development of City’s Capital Infrastructure Projects. Once the “on-call” list is created through this process, the City of Fountain will then assign Public Works Qualified Design Engineering Firms to specific Capital Improvement Projects as funding is made available.

Design Engineering Firms selected for “on-call” work through this process will be contracted by the City of Fountain under a Professional Services Contract.

Future work will be allocated on an as-needed basis based on the qualifications of the “on-call” Engineering Firms. Award of a Master Services Contract does not guarantee the award of future work to that Engineering Firm.

Scope of Public Works Professional Engineering Services

The Scope of future Professional Engineering Services being requested includes, but is not limited to the following:

Task 1 – Project Scoping and Cost Estimation:

The Design Professional would meet with the City Engineer to set the parameters of potential projects as follows:

• Refine the location, size, and capacity requirements of potential roadways and drainage infrastructure

• Confirm alignment with Public Right-of-Way and determine locations for necessary additional right-of-way or drainage easements

• Develop an initial schedule for phasing of construction

• Create an Engineering Cost Estimate for the projects going out to bid or in the Design Phase

Task 2 – Studies, Construction Documents and Specification Preparation:

The Design Professional may create a Final Drainage Report as well as a working set of Drainage Construction Plans to ensure proper drainage from proposed sites and roadways in conformance with latest edition of the Colorado Springs Drainage Criteria Manual.

The report and plans should include any Channel Improvements or modifications necessary to accommodate flow pattern changes caused by the proposed project. Drainage design also entails identifying and applying for permits relevant to the scope of work of the project Construction Specifications and creation of all bidding documentation may be required as part of the project deliverables.

Task 3 – Traffic Impact Studies

The Design Professional would conduct Traffic Impact Studies for existing or proposed roadway infrastructure and corridors within the City of Fountain. They would be undertaken to assess the impacts of proposed developments and infrastructure improvements, or to guide the design of efficient and effective changes to the City’s transportation network.

Task 4 – Project Administration and Construction Management:

• Review of submittals and revised drawings from the contractor for conformance with applicable contract and specification requirements.

• Review and respond to RFI’s, change orders, payment claims and other miscellaneous requests from the contractor.

• Visit the site to observe quality of work and ensure general conformance to all applicable Plans and Specifications. The Design Professional will create notes of all observations made during such inspections and provide these in writing to the City Engineer.

• Upon notice of substantial completion, the design professional may help develop a punch-list and then conduct a final site visit to determine Final Completion of the project.

Sub-Consultants

Although specialty sub-consultants such as soils, geotechnical and land surveying and planning professionals are necessary for the completion of bid documents, the selection of sub-consultants is not to be part of the content of the submittal for this Statement of Qualifications.
