The project scope includes conducting a needs assessment, community engagement, facility inventory and analysis, and development of a strategic master plan with recommendations for parks and recreation facilities and programming. The District seeks a consultant team with experience in comprehensive park master planning, community planning processes, and recreation facility assessment. Proposals must be submitted by the specified deadline, with selection based on qualifications, experience, approach, and cost. The anticipated project timeline includes an initial kickoff meeting, multiple community engagement phases, draft plan review periods, and final plan delivery. The consultant will be expected to present findings to the District's Parks and Recreation Board and attend public meetings throughout the planning process.

Pricing for this engagement is to be determined through the proposal submission process, with cost proposals evaluated as part of the selection criteria. The District will select a consultant team based on a combination of qualifications, experience with similar projects, proposed methodology, and fee structure. No specific contract term is indicated in standard language, though typical master planning engagements of this nature generally span 12-18 months from contract execution through final deliverable completion. The District anticipates funding this project through existing Parks and Recreation Department budgets or grant funding sources, with the selected consultant responsible for delivering all planning materials, reports, and associated work products as detailed in the scope of work.
