Mechanical Narrative – Pueblo West Metro Admin Building (Revised 8/14/2026)

Code Analysis

The plumbing systems and piping will be designed under the 2021 International Mechanical Code (IMC), 2021 International Fuel Gas Code (IFGC), 2021 International Energy Conservation Code (IECC), and 2021 International Building Code (IBC), as adopted by the Authority Having Jurisdiction (AHJ).

HVAC Systems

The mechanical work for this project shall consist of providing all labor, materials, equipment, controls, accessories, and appurtenances necessary to furnish and install a complete, fully operational heating, ventilating, and air conditioning (HVAC) system for the new administration building. The HVAC systems shall be installed in accordance with the construction drawings, project specifications, applicable building codes, manufacturer recommendations, and industry standards.

The administration building consists of approximately nine (9) private offices, two (2) 3-station offices, a reception and waiting area, a large conference room with operable wall partitions, break room, IT room, two (2) vestibules, two (2) public restrooms, a mother's room with toilet and lavatory, janitor's closet, storage room, mechanical/electrical room, and connecting corridors.

Conference Room HVAC

The conference room shall be conditioned by a dedicated packaged rooftop unit (RTU). The bid shall include a 7.5-ton packaged rooftop unit complete with factory-installed economizer, gas heat, supply fan, return air system, roof curb, controls (programable thermostat), and all required accessories.

The rooftop unit shall incorporate Demand Controlled Ventilation (DCV) utilizing a return air duct-mounted carbon dioxide (CO₂) sensor. The controls shall automatically modulate the outdoor air damper through the economizer to maintain indoor air quality while minimizing unnecessary ventilation energy consumption.

The conference room will be ducted return down to the floor through a chase to wall grilles.

Supply and return ductwork routed through the fire rated truss area will require UL listed fire dampers and fire rated access panels at the location where they penetrate the one hour fire rated gypsum board located at the bottom of the roof trusses. Fire dampers to have an approved, unobstructed means of access to allow for periodic inspection, testing, and maintenance. Access points must be large enough to let a technician visually examine internal components, operate moving parts, and replace fusible links without compromising the surrounding fire-rated barrier.

Office Area HVAC

Exhibit C

Ph 719 473 7077

The remainder of the building shall be conditioned by two (2) packaged rooftop units (RTUs).

The bid shall include two (2) 5-ton packaged rooftop units complete with factory-installed economizer, gas heat, supply fan, return air system, roof curb, controls (programable thermostat), and all required accessories.

Each rooftop unit shall be nominally 5 tons in cooling capacity and shall serve separate building zones as indicated on the construction drawings. The zoning arrangement is intended to improve occupant comfort and provide operational flexibility.

Transfer grille with a baffled/offset wall for each individual room served by the rooftop unit.

Transfer grille installed low on wall in room and transfer opening above ceiling on hallway side of wall. Install acoustic duct liner within stud space for sound dampening.

Duct drops serving ceiling diffusers will require UL listed fire dampers and fire rated access panels at the location where they penetrate the one hour fire rated gypsum board located at the bottom of the roof trusses. Fire dampers to have an approved, unobstructed means of access to allow for periodic inspection, testing, and maintenance. Access points must be large enough to let a technician visually examine internal components, operate moving parts, and replace fusible links without compromising the surrounding fire-rated barrier.

IT Room HVAC

The IT room shall be served by a 1.5-ton dedicated ductless mini-split cooling-only system using R454B refrigerant. The system shall operate independently from the remainder of the building HVAC systems and shall include:

• Indoor wall-mounted evaporator

• Outdoor condensing unit

• Refrigerant piping

• Condensate drain

• Remote controller

• All required mounting hardware and accessories

Vestibule Heating

Each vestibule shall be provided with electric unit heaters for freeze protection and occupant comfort.

The employee entrance vestibule shall receive one (1) 1.0 to 1.5 kW electric unit heater.

The main entrance vestibule shall receive one (1) 2.0 to 2.5 kW electric unit heater.

Each heater to include:

• Integral disconnect where required

• Built-In tamper proof thermostat

• Outdoor air temperature lockout control that automatically disables heater operation whenever the outdoor air temperature exceeds 45°F

Ph 719 473 7077

• Thermostat adjusted to limit the maximum space temperature to 60°F

Exhaust Ventilation

Provide one (1) ceiling-mounted cabinet exhaust fan for the Men's Restroom with a minimum airflow capacity of 140 CFM, and one (1) ceiling-mounted cabinet exhaust fan for the Women's Restroom with a minimum airflow capacity of 140 CFM. Provide one (1) ceiling-mounted cabinet exhaust fan for the Unisex/Mother's Room with a minimum airflow capacity of 70 CFM, and one (1) ceiling-mounted cabinet exhaust fan for the Janitor's Room with a minimum airflow capacity of 70 CFM. Provide all fans complete with motors, ceiling exhaust grilles, backdraft dampers, control wires, and all accessories necessary for a complete and operational installation.

Exhaust air shall be collected through ceiling exhaust grilles and ducted directly to the respective exhaust fans for discharge to the building exterior.

All exhaust fans except the Janitor’s Room fan shall be controlled through the occupancy sensor light switch serving the respective room. Exhaust fans shall operate when the room's occupancy sensor activates the lighting and shall shut off when the occupancy sensor times out and the lighting is switched off. The janitor’s room exhaust fan shall be controlled through a timer switch.

Provide all required exhaust ductwork, weather-resistant vent cap or gooseneck with bird screen, backdraft dampers, supports, access doors, and all accessories necessary for a complete and functional installation.

The Contractor shall balance the exhaust systems to achieve the airflow quantities indicated on the construction documents and shall coordinate final balancing with the Testing, Adjusting, and Balancing (TAB) contractor.

Break Room Ventilation

Provide and install a residential-style range hood above the break room range/oven. The range hood shall be vented directly to the building exterior through rigid sheet metal ductwork.

Provide all required wall or roof termination fittings such as wall exhaust hood, backdraft dampers, and accessories necessary for a complete installation.
