2. Purpose and Background
The Town seeks proposals from qualified cybersecurity firms to conduct a baseline penetration test and security assessment of the Town's information technology environment. This assessment is intended to provide an initial evaluation of the Town's cybersecurity posture by identifying significant vulnerabilities, security misconfigurations, and areas of elevated risk within key technology systems.
The Town utilizes a managed services provider (MSP) that supports daily IT operations, including help desk services, Microsoft 365 administration, network administration, server management, firewall management, cybersecurity monitoring, and management of various security technologies. The selected vendor will be expected to coordinate with
Town staff and the Town's MSP throughout the engagement as necessary.
The assessment shall include a review and limited penetration testing of the Town's external network perimeter, internal network infrastructure, core identity services, Microsoft 365 environment, and CJIS-related systems supporting the Police Department.
The purpose of this engagement is to establish a cybersecurity baseline, validate the effectiveness of existing security controls, prioritize remediation efforts, and support the
Town's multi-year cybersecurity improvement program.
This engagement is intended to be a foundational assessment and is not expected to include exhaustive testing of all systems, applications, or user populations. Future assessments may expand scope and testing depth based on findings and remediation efforts resulting from this baseline engagement.

3. Current Environment Overview
The Town's technology environment consists of Microsoft 365 and Microsoft Entra ID cloud services, on-premises Active Directory, virtual and physical server infrastructure, firewall and network security technologies, managed endpoint protection solutions, CJIS-related Police Department systems, and supporting network infrastructure. Town operations are conducted across four primary facilities: Town Hall, Public Works, the
Water Laboratory, and the Parks/Streets/Fleet Facility. Each facility maintains an independent internet connection and perimeter firewall to support operational and security requirements.
The Town also operates a Supervisory Control and Data Acquisition (SCADA) environment supporting water operations. The SCADA environment is managed separately by the Water Department and a third-party contractor and is not within the scope of this solicitation or the associated penetration testing activities.
The Town's information technology environment is managed by a third-party Managed
Services Provider (MSP) under contract with the Town.
The Town may provide supplemental environment information to prospective vendors through written responses to questions, addenda, or other procurement communications.
Such information may include approximate user counts, endpoint counts, server counts, facility information, and other non-public details deemed necessary for proposal preparation. The Town reserves the right to limit disclosure of information that could adversely affect the security of Town systems or operations.
4. Scope of Services
External Network Assessment
The selected vendor shall perform a limited external penetration test of the Town's internet-facing systems to identify vulnerabilities that could be exploited by an external threat actor.
Activities may include:
• External vulnerability discovery and validation
• Identification of exposed services and security misconfigurations
• Limited exploitation of vulnerabilities to demonstrate risk
• Validation of external security controls
Internal Network Assessment
The selected vendor shall conduct a baseline internal network penetration test from a trusted internal network perspective.
Town of Monument RFP No. 26-009 Page 4

Identity and Access Management Assessment
The selected vendor shall assess core identity services, including:
• Active Directory security posture
• Privileged account review
• Password and authentication controls
• Identification of common Active Directory security weaknesses
Testing should focus on significant risks and misconfigurations rather than a full Active

Microsoft 365 Assessment
The selected vendor shall perform a security review of the Town's Microsoft 365 environment, including:
• Microsoft Entra ID configuration review
• Multi-factor authentication implementation
• Conditional Access policies
• Administrative roles and privileged accounts

For systems supporting the Police Department, the selected vendor shall:
• Assess security controls associated with CJIS-related environments
• Identify vulnerabilities and configuration weaknesses
• Provide recommendations to improve security and CJIS alignment
Town of Monument RFP No. 26-009 Page 5
The assessment shall be coordinated to minimize operational impact on public safety systems. The assessment is not intended to constitute a formal CJIS compliance audit.
Coordination with Town MSP
The Town's technology environment is supported by an external Managed Services
Provider (MSP). The selected vendor shall coordinate with designated Town representatives and the MSP throughout the assessment, including project planning, scheduling, information gathering, testing activities, status updates, and review of findings.
The MSP may provide support activities including, but not limited to:
• Network and system documentation
