About this file

This is a Request for Quotation (RFQ) issued by the City of Thornton, Colorado, for procurement of water pump rebuild and installation services. The City seeks qualified field service technicians to rebuild and reinstall two Goulds pumps—one Model 3196 (installed 2004/2005) and one Model 3180XL (installed approximately 2020)—located at the Wes Brown Treatment Plant. The scope of work includes pump disassembly, component cleaning and inspection, replacement of specified parts (O-rings, gaskets, bearings, seals, and mechanical seals), pump reassembly, precision laser alignment, and operational testing. A mandatory site visit is scheduled for August 20, 2026, at 10:00 A.M. local time. The deadline for submitting additional questions is August 24, 2026, at 5:00 P.M., with responses provided by August 27, 2026, at 5:00 P.M. The RFQ response due date is August 31, 2026, at 5:00 P.M. local time. Work is scheduled for completion in October 2026. The F.O.B. destination is Wes Brown Water Treatment Plant, 2651 E. 86th Avenue, Thornton, CO 80229.

All pricing must be firm and fixed, submitted on Thornton's provided pricing form, and include removal, rebuild, replacement parts, realignment, operational testing, performance verification, delivery, and reinstallation. Vendors should provide separate line-item pricing for each pump rebuild and may include estimated timeframes for completion and warranty information on workmanship and replacement parts. Award will be made to the responsive and responsible bidder with the lowest cost meeting specifications and providing effective service. Thornton-based businesses meeting specified criteria—maintaining an office or facility within city limits, possessing a current business license, and being current on all city obligations—may receive a local vendor discount of the lesser of five percent of the quoted price or ten thousand dollars when nonmonetary bid criteria are equal. Standard payment terms are net thirty calendar days after invoice receipt, with invoices submitted to the Accounts Payable Division. The RFQ is non-federally funded and subject to Thornton's standard terms and conditions. Vendors must complete and sign the Acceptance of Conditions and Addenda Acknowledgement Form and the Disclosure of Generative Artificial Intelligence Usage Form with their submissions.
