About this file

This is a bidding document for the City of Manitou Springs, Colorado, soliciting qualified companies to provide on-call pavement marking and curb painting services. The scope of work includes street striping, pavement marking, marking removal, and related traffic control services on City streets, parking areas, intersections, pedestrian crossings, and other City-controlled facilities. The document establishes the framework for an on-call contract whereby the City will request services as needed throughout the contract term. Specific response deadlines, bid due dates, site visit requirements, and any scheduled bidders' meetings or conferences should be referenced within the document for contractor compliance and participation.

The contract is structured to provide ongoing services on an as-needed basis, allowing the City flexibility in managing pavement marking and curb painting projects throughout the fiscal year. Pricing terms, whether the contract includes set-aside provisions for minority or disadvantaged businesses, the identity of any incumbent contractor, and specific funding allocations and sources should be detailed in the document. Additional salient information regarding insurance requirements, performance standards, equipment specifications, and any renewal or extension options for the initial contract term would govern the relationship between the City and selected contractors.

BACKGROUND AND HISTORY

Manitou Springs was founded in 1872 by Englishman Dr. William Bell and his business partner General William Palmer as a scenic health resort. The town was incorporated in 1876 and is now a home rule city of approximately 5,000 residents.

“Manitou,” a Native American word for “great spirit,” describes this beautiful mountain community. Eight naturally carbonated mineral spring fountains, located throughout this historic town, run free for all who wish to enjoy their healing benefits. The Ute, Cheyenne and other Native Americans considered this area sacred for its healing springs and clean mountain air.

Manitou Springs is also a vibrant artisan community, home to world class art, music, theater, and sidewalk sculpture displays. The City’s economy is primarily tourism-based and also relies on recreation and leisure services. The community has a range of boards and commissions that help to plan for and implement key community projects and facilities.

The City is approximately 3.2 square miles in area, with over 150 historic structures, including 27 historic arch bridges. Many homes are over 100 years old, and the approximately 30 miles of streets serving these residences are often narrow and steep.

Because Manitou Springs has narrow roadway sections, significant pedestrian activity, historic resources, seasonal tourism, special events, and steep grades, pavement marking work must be carefully coordinated to protect the traveling public, minimize disruption, and maintain access for residents, businesses, emergency responders, pedestrians, bicyclists, and visitors.

For additional information you are encouraged to visit the City’s website at www.manitouspringsco.gov.

PROJECT DESCRIPTION

The City of Manitou Springs is seeking proposals from qualified companies to provide street striping, pavement marking, curb painting, marking/paint removal, and related traffic control services on City streets, parking areas, intersections, pedestrian crossings, and other City-controlled facilities on an on-call basis.

The intent of this RFP is to select a qualified contractor capable of furnishing all labor, materials, all required permits including Colorado Department of Transportation (CDOT), equipment, supervision, traffic control, quality control, and incidentals necessary to complete pavement marking work as directed by the City. Work may be performed as an annual maintenance project, under individual work orders, or on an as-needed basis during the contract term.

The successful company shall coordinate closely with the City’s Project Manager and City staff to complete the work safely, efficiently, and in accordance with applicable standards, including the current edition of the Manual on Uniform Traffic Control Devices (MUTCD), applicable CDOT specifications where relevant, manufacturer requirements, and City direction.

PROPOSAL REQUIREMENTS

The City is seeking information from qualified companies who have experience and qualifications to serve as the City’s contractor for street striping and pavement marking services. The City of Manitou Springs’ Project Manager will work closely with the successful contractor on project scheduling, field verification, traffic control, materials, quality control, public access, and related project needs.

The selected company will perform work under contract with the City, using the City’s standard Services Agreement.

The City’s selection process will be a two-step process:

• The first step will be an evaluation of the qualifications and proposal materials submitted in response to this Request for Proposals (RFP).

• In the second step, the City may proceed with negotiations with the primary company or invite the top offerors to make oral presentations to the selection team. Instructions will be provided regarding the desired content of the presentations if presentations are deemed necessary by the selection committee. A company’s ability to follow directions will be considered as part of the evaluation of the qualifications and any oral presentation.
