About this file

This is a Request for Qualifications (RFQ) issued by the University of Colorado Boulder, a state institution in Colorado, for as-needed mechanical and plumbing engineering professional services. CU Boulder seeks to establish a pre-qualified firm roster to support its departments of Planning, Design and Construction, Housing Services, and Facilities Management Small Construction on multiple projects with individual fees not exceeding $100,000. The RFQ was issued July 23, 2026, with clarification requests due August 3, 2026, final addendum issued August 4, 2026, and submittals due August 6, 2026 at 3:00 PM MST via BidNet. The short-list of qualified firms will be announced August 24, 2026, followed by mandatory oral interviews conducted via Zoom or Teams during the week of August 31, 2026. Final selection will be announced September 4, 2026. The contract term is one year from the executed agreement date. Selected firms will be engaged on a rotating basis based on lowest contract fees previously awarded, with no guarantee of project volume or dollar value.

Submittals must include a cover letter, a twelve-page maximum RFQ response in searchable PDF format, a Minimum Qualifications and Demonstrated Experience document, and a completed Acknowledgment and Attestation Form. Firms must meet minimum requirements including no prior State termination for non-performance, operation under the same business name for two years, and demonstrated design experience on three completed projects between July 2023 and July 2026 with total fees under $100,000. The evaluation process consists of a two-step prequalification submittal scoring (weighted criteria including project team, firm capabilities, prior experience, project approach, and equity/diversity/inclusion) followed by oral interviews for shortlisted firms. All successful projects must be completed prior to submittal, with current owner project manager contact information required. The RFQ anticipates selecting between three and ten firms for the shortlist. No fee proposals are requested at the prequalification stage; pricing will be negotiated on a project-by-project basis using State Form SC-5.1 (Architect/Engineer Agreement) or SC-5.3 (Consultant Agreement).

II. PROJECT OVERVIEW

Introduction

The University of Colorado Boulder (CU Boulder) seeks to retain various engineering firms for as-needed professional services in support of University’s departments of Planning, Design and Construction (PD&C), Housing Services (HDS), and Facilities Management Small Construction. The successful firm(s) will report directly to the designated CU Boulder project manager assigned to specific projects.

Selected firms will be engaged for as-needed services on various Controlled Maintenance, Deferred Maintenance, Capital and Non-Capital projects where fee will not exceed $100,000. This program will not preclude procurement of services where fee is less than $100,000 by other approved State procurement processes.

Firms will be issued a notice or award upon selection into the As-Needed Professional Services Program. Project specific agreements will be issued as projects are assigned. Project assignments will rotate through the short-listed group. Firms with the least amount of contract fee awarded will be the next on the list.

Successful acceptance to the As-Needed Professional Services Program is not a guarantee of awarded work in either quantity of projects or dollar value of total fees.

Background

Eighty-three percent (83%) of CU Boulder Design and Construction’s portfolio consists of projects under $1 million in project budget. This equated to 358 out of 427 projects in the past three years. A short-list of pre-qualified firms will facilitate and shorten the time to procure professional services for small projects while complying with OSA guidelines and statutes.

The University of Colorado Boulder anticipates using a Design/Bid/Build (DBB) approach for project delivery on small construction projects. For projects that have partial or full design, or proceed to construction, the Engineer is expected to provide Basic Services as described in the sample Architect/Engineer Agreement (State Form SC-5.1) and Terms and Conditions of the Contract (State Form SC-5.1TC) unless otherwise noted. Non-design services may also be requested and contracted via the Consultant Agreement (State Form

SC-5.3).

Scope of services may include:

• Design services

• Engineering services

Professional Services pg. 5 Rev 7/2026

• Engineering studies

• Peer reviews

The process to be used in the selection of the firms for this As-Needed Program is comprised of two steps. In STEP I submittals will be screened and scored as described in Section IX.

STEP II is the Oral Interview as described in Detail in Section X. A panel of individuals who will be involved in the program and/or understand the required services associated with the program will evaluate responses to this RFQ. Upon completion of the Submittals evaluation a limited number of firms will be invited to the oral interviews.

Submittals are to be submitted electronically via Bidnet at:

https://www.bidnetdirect.com/colorado/universityofcoloradodesignandconstruction

III. MINIMUM REQUIREMENTS

Notice is hereby given to all interested parties that all firms will be required to meet all minimum requirements to be considered for this program. Interested parties should be prepared to show evidence of the following to be considered as qualified, as a minimum:

b. All listed projects must have been fully completed prior to submission in response to this RFQ.

c. All projects must have been completed in July 2023 through July 2026.

d. Failure to provide the requested information will disqualify the firm for further consideration.

4. The Acknowledgment and Attestation Form, Appendix C is a mandatory requirement for a respondent to be considered responsive to this RFQ Prequalification Submittal.

a. Qualifications made by a respondent in executing this form may render a submittal non-responsive as determined by the State
