REQUEST FOR PROPOSALS

FOR BIG THOMPSON CANYON BROADBAND EXPANSION PROJECT

Project Background and Purpose The City of Loveland (City), located along the Front Range of Northern Colorado, is a community of approximately 77,000 residents. In 2019, the City began construction of a municipally owned Fiber-to-the-Premise (FTTP) broadband network (Pulse) to provide residents and businesses with the option of reliable, high-speed fiber-optic internet service.

The City is now looking to expand its network boundaries to serve residents and communities outside of its City limits throughout Larimer County. The Loveland Pulse Big Thompson Canyon Broadband Expansion Project will extend high-speed FTTP service to underserved residential and business customers located west of Loveland along Highway 34 within the Big Thompson Canyon corridor.

The project area spans approximately mile markers 77 through 82 and will provide reliable, multi-gigabit symmetrical broadband connectivity to approximately 100 premises, including 96 residential and 4 commercial locations.

The design primarily consists of aerial fiber deployment utilizing existing utility pole infrastructure within the Highway 34 corridor. City of Loveland Utilities and Pulse have infrastructure in place along this route that will allow for right-of-way and easement access. New fiber optic cable and strand will be attached to existing poles where required, and existing strand may be used to lash new fiber optic cable where identified in the approved design.

Project implementation will be completed exclusively through coordination with Pulse and existing utility infrastructure owners.

An environmental review for Award CO 1405-A23, City of Loveland / CC-2023-E-10, under the Rural Utilities Service Community Connect Program has been completed.

Based on the proposed aerial construction methodology and limited building renovations, the project determination concluded that there would be no effect on federally threatened or endangered species. Authorization has been granted to proceed with obtaining all necessary local construction and right-of-way permits within Larimer County.

It is the intent of this Request for Proposals (RFP) to select one qualified contractor to expand outside plant network infrastructure beyond the current Pulse network build. The scope of work includes coordination of ongoing material procurement with the City’s material providers, installation of aerial hardware, enclosures, cabinets, splice enclosures, aerial fiber installation, splicing, testing, and documentation necessary to extend the existing outside plant fiber optic network.

All materials will be provided by the City No material substitutions are allowed on this project unless specifically authorized in writing by the City.

The City reserves the right to reject the use of any or all subcontractors, which, in the City’s opinion, are not reasonably capable of performing the work required.

Should any subcontractor fail to perform in a satisfactory manner the work undertaken, the subcontractor shall be immediately terminated by the Contractor upon notice from the City. The Contractor shall be as fully responsible and accountable to the City for the acts and omissions of subcontractors and of persons either directly or indirectly employed by the Contractor as if the Contractor completed the work. Nothing contained in the Contract shall create any contractual relationship between any subcontractor and the City.

Testing requirements are shown in the Technical Specifications or appropriate City Standards. All inspections shall be performed by the Inspector.

Inspectors shall have the authority to reject work that is unsatisfactory, faulty, defective, or does not conform to the requirements of the drawings and specifications.
