III PURPOSE:
The Town of Timnath requests Responses from qualified Design-Build (DB) Contractors for professional Architect- Engineer and Construction services for the planning, design, and construction of an addition to the Town Center building located at 4750 Signal Tree Drive in Timnath, CO.
IV SCOPE:
Background:
The Town of Timnath completed a Facilities Master Plan (FMP) in May of 2025. The preferred alternative generated out of the FMP is to consolidate most departments into the existing Town Center. This alternative allows the Police Department to grow in place at their existing facility and promotes the conversion of the existing Public Works/Parks facility at 4800 Goodman into a dedicated maintenance and fleet facility.
Project Description:
Timnath Town Center Expansion - The Project scope includes design and construction of a two-story expansion to the existing Town Center located at 4750 Signal Tree Drive in the Town of Timnath. The existing structure is a two-story facility that has been in operation since 2019. Due to the growth in staffing levels the existing facility needs to be expanded to create additional workspaces. The expansion project also includes an analysis of existing space utilization with the intent of increasing space utilization efficiency.
The Town anticipates engaging the Contractor to design and construct the improvements. The construction phase will include the development of a Guaranteed Maximum Price (GMP) to be approved by the Town prior to construction.
The proposed facility expansion will be two-stories estimated to add approximately 6,800 s.f. to the existing Town Center. The expansion project will add office space, conference rooms, common areas, and restroom facilities.
The selected Contractor must have recent experience with projects of a similar size, scope, and magnitude, including final design and construction administration, including the completion of the plans, specifications, cost estimates, bid documents, bidding, site plan approval, permitting, contracting and review services for the construction of the project.
The project shall include all aspects of design details and engineering (including Site Layout, Architectural, Structural, Mechanical, Electrical, Plumbing, Civil, Furniture Fixtures and Equipment (FF&E), Parking Analysis, Storm Water Management and Landscaping) in accordance with all applicable federal, state and local laws, including without limitation the current Town-adopted ordinances, land use and building codes and Design Criteria Manual, municipal facility design standards, bidding, construction administration and inspection, and project commissioning and closeout. The Contractor is expected to hold weekly progress meetings with the Town, where project progress and milestones will be discussed as well as an updated schedule, along with the project financial update.
Additionally, the selected Contractor shall have experience with space utilization analysis and optimization of existing facilities. This will include, but not be limited to, review of the space utilization of existing areas, recommendations for improved efficiency (if any), adjacency analysis, and public interaction requirements.
The scope of work will also include a high-level analysis of the current Public Works/Parks facility located at 4800 Goodman Street. The ultimate intent is to convert this facility into a dedicated maintenance facility to be shared between Public Works and Parks maintenance crews. Emphasis should be placed on indoor and outdoor storage and interior maintenance functions.
Anticipated Timeline of the Project:
It is anticipated that the Contractor will be under contract with the Town by early November 2026. The design process for the Town Center expansion is expected to last approximately 12 months from the date of notice to proceed. The Contractor will begin immediately as a vital member of the project team and provide expertise relative to material and equipment selection, value engineering, and constructability considerations among other things.
The GMP for the project is expected to be developed by late 2027. Construction will commence upon completion of design and the establishment of the GMP, and is expected to extend for approximately 18 months.

Provide a description of your experience with value engineering and subsequent willingness to utilize those recommendations in a project.
5 Subcontractor Availability and Familiarity: Provide a list of vendors and subcontractors/subconsultants you use as a resource during the pre-construction process. VI RESPONSE SCORING AND SELECTION PROCESS:
Responses will be evaluated using the following criteria with a maximum of 100 points available. Contractors will be evaluated based on the non-price factors listed below. Responses will be scored to determine the 3-5 top-rated Contractors that will be short-listed to receive the Request for Proposal (RFP).
1 Overall Capability - 20 points The Contractor’s overall capability will be evaluated to assess the Town’s level of confidence in the Contractor’s understanding of, approach to, and ability to successfully perform the requirements as described in the Scope.
2 Qualifications of Proposed Team – 30 points The Contractor’s proposed team will be assessed to determine whether the Contractor meets the qualification requirements to perform the Scope.
3 Experience – 30 points
The Contractor’s background and experience regarding recent projects of a similar size, scope, and magnitude will be assessed to determine the likelihood that the Contractor can successfully perform the requirements.
4 Collaboration – 15 points The Contractor’s ability to work in a collaborative environment (with owner, subcontractors, subconsultants, customers, stakeholders, etc.) will be evaluated based on successful participation in projects of a similar size, scope, and magnitude.
5 Site Design and Architecture – 5 points The Contractor’s experience with public buildings and facilities will be evaluated to determine their ability to
(1) cohesively plan, design, and integrate the existing Town Center into the addition and (2) to evaluate the Public Works/Parks maintenance facility and make recommendations for renovations.
Interviews with Top-Rated Contractors:
If, at any stage of the evaluation, the top-rated Responses received during this RFQ or Proposals received from the resultant RFP are determined to be equal, or virtually equal, in regard to the evaluation criteria listed above, or the Town otherwise determines that interviews would be helpful, the Town may, at its sole discretion, invite those Contractors to participate in oral interviews. The Town prefers interviews to be held in-person at the Timnath Town Center.
Interview Scoring:
If Contractors are selected for oral interviews, interview content will be evaluated and scored using the same criteria above following the interviews. A total of up to 10 points may be awarded to each Response or Proposal’s original score based on the interview. The final evaluation will be based on the Contractor’s written Response and/or Proposal, interview (if conducted), and any supplemental information requested.
Selection Process:
The selection process will consist of this Request for Qualifications, followed by selection of 3-5 top-rated qualified Contractors which shall be short-listed, and issuance of the Request for Proposal (RFP) to those qualified Contractors.
The selection of the successful short-listed Contractors is expected to be made on or before September 4, 2026. The intent of this process is to create a finalized list of qualified Contractors to submit Proposals on the Town of Timnath Design-Build Services for Town Center Addition, Project Planning, Design, and Construction Scope.
The selection committee will be comprised of representatives of Town Staff who are determined to be subject matter experts (SMEs), in the discretion of the Town, regarding the requirements of the Scope.

Changes or modifications to this Solicitation will be binding on the Town only if in the form of written Addenda issued by the Town. The Town will provide any Addenda to all Contractors who have received this Solicitation via BidNet.
