About this file

This is a Bid Notice issued by Nevada County's Information & General Services Department Purchasing Division on behalf of the Facilities Management and Department of Public Works–Roads Division for snow removal, snowpack removal, and sanding services in Eastern Nevada County. The County seeks qualified contractors to provide these services at two distinct service areas: Floriston Road (approximately 0.6 mile from Interstate 80 on-ramp to the end of County-maintained road) and three County facilities in Truckee (Government Center, Library, and Joseph Building). Services for Floriston Road will operate on a 24-hour, seven-day-per-week basis from October 1, 2026, to June 30, 2027, while County facilities services will be provided during normal operating hours with weekend and holiday services available upon request. Snow removal operations must begin when snow exceeds four inches in depth, and sanding services must commence when roads are wet with temperatures below 32 degrees or when ice/snowpack is present. Contractors may bid on one or both service areas, and the County may award separate contracts for each area or a single contract for both areas. The initial contract term is one year with options to renew for up to four additional one-year terms. Bid submissions must be made online via Public Purchase by July 17, 2026, before 3:00 p.m. Pacific Time, with a question deadline of July 10, 2026, before 5:00 p.m. Pacific Time. No pre-bid conference is scheduled.

Pricing for Floriston Road services consists of a lump-sum amount for the entire season regardless of snowfall, with additional hourly rates available for on-demand services, while County facilities services are billed monthly on an hourly basis. All pricing must be inclusive of disposal fees, hazmat fees, travel, fuel, and other additional charges, with no separate permits allowed. The County will retain five percent of monthly invoices for Floriston Road until season completion to cover potential repair costs. Contractors must maintain $2,000,000 commercial general liability insurance, $1,000,000 commercial automobile liability insurance, and workers' compensation coverage. As this is a public works project, contractors must register with the California Department of Industrial Relations, pay prevailing wage rates (Group 3 Teamster classification), comply with apprenticeship requirements for contracts valued at $30,000 or more, and maintain certified payroll records. Contractors must possess appropriate California Department of Motor Vehicle license classifications and have sufficient equipment including loaders, rotary snow plows, sand trucks, and plow trucks. The County reserves the right to reject any and all bids, award to the lowest responsive and responsible bidder, and consider local vendor preference for Nevada County businesses at a 5.0 percent credit.

4. CONTRACTOR REQUIREMENTS

Contractor shall maintain the appropriate California Department of Motor Vehicle license classifications.

5.1 Contractor shall maintain $2,000,000 commercial general liability insurance, $1,000,000 commercial automobile liability insurance, and workers’ compensation insurance.

5.2 Contractor will be responsible for meeting Department of Industrial Relations (DIR) prevailing wage requirements pursuant to DIR determination on Public Works Case No. 2016-015. This DIR determination indicates that snow removal is considered a public works project that is subject to prevailing wage requirements. Additional information on prevailing wage is provided in section 6 below.

5. PREVAILING WAGE REQUIREMENTS

The Department of Industrial Relations’ determination on Public Works Case No. 2016-015, dated January 31, 2017, indicates that snow removal conducted for public agencies is considered a public works project that is subject to prevailing wage requirements. The most recent version of California’s prevailing wage laws can be found on DIR’s website at http://www.dir.ca.gov/public-works/CaliforniaPrevailingWageLaws.pdf.

Public Works contractors must fulfill four key responsibilities:

1. Register as a public works contractor

2. Pay prevailing wages

3. Follow apprenticeship requirements

4. Maintain and submit certified payroll records

These responsibilities are described in further detail below. More information can also be found on DIR’s website at https://www.dir.ca.gov/Public-Works/Contractors.html.

5.1 Contractor Registration: The contractor listed on the proposal must be registered with the

Department of Industrial Relations prior to bidding on the project pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public works unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Registration details can be found on DIR’s website at https://www.dir.ca.gov/Public-Works/Contractor-Registration.html . In order to be eligible for registration, the contractor must have workers' compensation coverage for any employees and only use subcontractors who are registered public works contractors.

have Contractors State License Board license if applicable to trade.

not have any delinquent unpaid wage or penalty assessments owed to any employee or enforcement agency.

not be under federal or state debarment.

not be in prior violation of this registration requirement once it becomes effective.

However, for the first violation in a 12-month period, a contractor may still qualify for registration by paying an additional penalty.

5.2 Prevailing Wage Rates: All workers employed on public works projects, including snow removal contracts, must be paid the prevailing wage determined by the Director of the Department of Industrial Relations, according to the type of work and location of project.

Detailed prevailing wage rates, including apprentice prevailing wage rates, can be found on DIR’s website at https://www.dir.ca.gov/OPRL/DPreWage Determination.html. Prevailing wages applicable to this contract are in the Group 3 classification under Teamster (DIR Determination NC-23-261-1-2017-2 and NC-23-261-1-2017-2A)

5.3 Apprenticeship Requirements: All public works contracts valued at $30,000 or more carry an obligation to hire apprentices, unless the craft or trade does not require the use of apprentices, as indicated in the corresponding prevailing wage determination. This duty applies to all contractors and subcontractors on a project, even if their part of the project is less than $30,000.

The Division of Apprenticeship Standards (DAS) provides assistance to contractors who need to employ apprentices on public works projects and may grant exemptions to the requirement to hire apprentices.

Contractor responsibilities related to apprentices are detailed on DIR’s website at https://www.dir.ca.gov/Public-Works/Apprentices.html.

5.4 Certified Payroll Records

Any contractor or subcontractor entered into as a result of this contract, if for more than $25,000 for public works construction or more than $15,000 for the alteration, demolition, repair, or maintenance of public works, shall contain all of the provisions of this Article, unless the awarding agency has an approved labor compliance program by the Director of Industrial Relations.

Projects subject to the prevailing wage requirements are also subject to compliance monitoring and enforcement by the Department of Industrial Relations.

The County will require a DIR contractor registration number for all contracts at or above $15,000. As a public works contract, this snow removal contract is subject to prevailing wage and labor law compliance regardless of contract amount.
