About this file

This is a Bid Notice and Request for Proposals issued by the Reno-Tahoe Airport Authority (RTAA) in Nevada for the design, development, management, and operation of food and beverage and retail concessions at Reno-Tahoe International Airport (RNO). The RFP seeks qualified concessionaires to develop innovative concepts across multiple packages located in New Concourse A & B, the Terminal Connector, and select pre-security areas, with concession opportunities organized by food & beverage and retail categories. Respondents may submit proposals for one or more packages and are required to attend a mandatory Pre-Proposal Meeting scheduled for June 3, 2026, at 10:00 AM PDT, with a virtual attendance option available. The proposal due date is August 31, 2026, at 2:00 PM PDT, with a written questions cutoff of June 22, 2026, at 5:00 PM PDT. RTAA responses to written questions will be issued by July 2, 2026. If short-list interviews are conducted, they are scheduled for September 28, 2026, followed by RTAA Board of Trustees consideration for award on November 12, 2026, with notifications to short-listed and unsuccessful respondents also on that date. Successful respondents will receive a Non-Exclusive Concession Lease Agreement effective upon Board approval and director signature, with development schedules subject to change based on the MoreRNO capital construction phasing.

The RFP is driven by expiring concession agreements and the redevelopment of airport facilities under the MoreRNO infrastructure program. RTAA prefers to award packages to multiple operators to promote competition and program diversity but reserves the right to award as determined in the Airport's best interest. All proposals must be submitted via the Nevada Government eMarketplace (NGEM) website, and late submissions will be automatically disqualified. Respondents must acknowledge receipt of all addenda, including Addendum #1 addressing Pre-Proposal Attendance and Presentation requirements. The evaluation will consider factors including high-quality innovative concepts, enhancement of passenger experience, reflection of the Reno-Tahoe region's character, long-term revenue performance, sustainability, brand diversity, and small business participation. No specific pricing terms, set-asides, funding amounts, or renewal options are detailed in this bid notice document.

Notes The Reno-Tahoe Airport Authority (RTAA) has issued this Request for Proposals (RFP) with the sole purpose and intent of obtaining sealed proposals (Proposal) from qualified and experienced concessionaires (Respondents) to design, develop, manage, and operate food & beverage and retail concessions at Reno-Tahoe International Airport (RNO, or Airport).

This opportunity is driven by expiring concession agreements and the redevelopment of the Airport's concourses and terminal facilities under the MoreRNO capital program, as further described in Section 2.2, MoreRNO Infrastructure Program. RTAA seeks Respondents capable of delivering high-quality, innovative concepts that enhance the passenger experience, reflect the Reno-Tahoe region's character, and support long-term revenue performance, sustainability, brand diversity, and small business participation.

Concession opportunities are organized into multiple packages across food & beverage and retail categories, located within New Concourse A & B, the Terminal Connector, and select pre-security areas, as detailed in Section 3, Description of Business Opportunities. Respondents may submit Proposals for one or more packages, subject to the requirements set forth in this RFP. RTAA prefers to award food & beverage and retail packages to multiple operators to promote competition and program diversity but reserves the right to award as determined to be in the best interest of the Airport.

If awarded, a Non-Exclusive Concession Lease (Agreement) will be effective on the date the Agreement is approved by the RTAA Board of Trustees, signed by all required parties, and filed with the Director of Contracts & Procurement. The development schedule and phased openings outlined in this RFP are subject to change based on MoreRNO construction phasing.

As is more fully explained in Section 12, Evaluation & Award Process, awards, if made, will be made to the best overall Respondent whose Proposal is most advantageous to the RTAA, taking into consideration the evaluation criteria set forth in this RFP. The RTAA reserves the right to not award an Agreement as the issuance of this RFP does not guarantee any subsequent award. Furthermore, the RTAA reserves the right to negotiate additional services and/or modify the Lease as deemed necessary to meet the needs of the Airport.

A mandatory Pre-Proposal Meeting will be held on Wednesday, June 3, 2026, commencing promptly at 10:00 AM [PDT], at 2001 E. Plumb Lane, Reno, NV 89502, in the River Room located across from Baggage Claim. A virtual option to attend will also be available through the registration link below;
