About this file
This Bid Notice is issued by Sonoma County Public Infrastructure (SPI) in California for the procurement of on-call right-of-way management consulting services. The County seeks qualified firms to submit a Statement of Qualifications (SOQ) to provide comprehensive right-of-way management consulting services that will primarily support the Engineering Division's road and bridge projects, with potential assignments in Land Development, Integrated Waste, Transit, and Sonoma County Airport operations. The County intends to award a Professional Services Agreement to one consultant for an initial term of three years with an optional one-year extension. The bidding event opened on September 10, 2026, at 8:00 AM PST and closes on October 14, 2026, at 2:00 PM PST. Submissions will be evaluated and ranked according to evaluation criteria specified in Section 3 of the RFQ. The selection process is sealed, and edits to submitted bids are permitted.
The not-to-exceed contract value is $700,000; however, execution of the Professional Services Agreement does not guarantee a minimum amount of work. Funding for project-specific work may derive from Local, State, or Federal sources, including the Federal Highway Administration (FHWA), Federal Emergency Management Agency (FEMA), and California Governor's Office of Emergency Services (Cal OES). To ensure compliance with differing FHWA and FEMA contract requirements, the selected Consultant must track and separately account for all hours spent on specific projects in monthly invoice submittals. The contact person for this procurement is Melanie Trumbo, with the buyer identified as Somsanith Suvanaseng.
